Detain criminal suspect for resisting law enforcement officers, causing the death of a police captain

On the evening of April 14, Lam Quoc Khanh (residing in Hoa Thanh hamlet, Hoa Hung commune, Giong Rieng district, Kien Giang province) drove an electric trawler carrying Tran Thanh Ai (born 2003, residing in Giong Rieng town, Giong Rieng district, Kien Giang province) to Hau Giang province to illegally fish.
At around 9:00 p.m. the same day, the Vinh Tuong Commune Police Working Group (Vi Thuy District, Hau Giang Province) consisting of Captain Nguyen Van Kha, a commune police officer and 2 members of the local security force, patrolled on the Xang Nang Mau canal (section belonging to Vinh Thuan Hamlet) and discovered Khanh and Ai's electric trawler illegally fishing, so they signaled to stop the vehicle.check.
At this time, Khanh did not comply, did not turn off the power source but increased the speed to run away, crashed into the Working Group's vehicle, causing Captain Nguyen Van Kha to fall into the river and go missing. After more than an hour of searching, the authorities found the body of comrade Kha.
Initial results of the crime scene investigation and autopsy determined that Captain Nguyen Van Kha died from electric shock.
The Hau Giang Provincial Police Department directed relevant units to coordinate with Vinh Tuong Commune Police and the family to organize the funeral for Captain Nguyen Van Kha. At the same time, report and carry out the required procedures and documents to the Ministry of Public Security to implement policies and regimes for comrade Nguyen Van Kha.
