On October 5, Tam Duong District Police, Vinh Phuc Province, said they were detaining Pham Van Hung (born in 1995), residing in Kim Long Commune, Tam Duong District, to investigate the act of resisting a person on duty.

Tam Duong district police took statement from suspect Pham Van Hung.

According to police documents, at around 1:20 p.m. on October 3, Pham Van Hung drove a Hyundai car from Go village, Kim Long commune to provincial road 310 (in Kim Long commune).

When he discovered that the traffic police team of the district police signaled him to stop the car to measure alcohol concentration, Hung did not obey the order, drove his car straight towards a traffic police officer to threaten him and ran away.

At this time, because the distance to the car was too close, the traffic police officer could not avoid it in time and had to jump up and hold onto the hood of the subject's car.

However, the subject did not stop the car but continued driving for more than 1 km, only stopping when he saw people coming out to support the police force.
