New landslide appeared on National Highway 16
While the old subsidence point on National Highway 16, Que Phong district is showing signs of further subsidence, about 200 meters away, a new landslide has appeared, damaging the positive slope, causing rocks and soil to pile up on the roadway.
According to the reporter's records on the morning of July 19, the ground in the subsidence area on Highway 16 is still showing signs of further subsidence. In addition, the temporary road that was just completed in recent days has also shown cracks and the soil is weak after long days of rain.

The worrying thing is that about 200 meters below the subsidence area at Km264+700/QL16, there has been a situation where rocks and soil from the roadside have overflowed onto the roadway, damaging the positive slope, with the risk of new damage appearing on National Highway 16. Currently, the authorities have also put up warning ropes in this area.

Regarding traffic safety, according to the reporter's records on the morning of July 19, at checkpoints on National Highway 16, near the subsidence point at Km264+700/QL16, the authorities worked very early to prevent people from passing through the dangerous area. Barriers, warning signs, and traffic lights have also been fully installed so that people can observe from a distance.

However, because the road closure started in the evening of July 18, many people did not receive information and continued to travel near the subsidence point on the morning of July 19.
Ms. Lang Thi Van, Tien Phong commune, Que Phong district said: Today, my family had to go to a relative's house in Tri Le commune, had to go through Doc Chuoi, although I knew there was a subsidence point, I did not know the road was closed, thought we could still go through the temporary road as before. After the officers on duty explained, we turned the car around to go another road according to regulations to ensure safety.

Ms. Lim Thi Kim, a worker at Que Phong Traffic Management Department assigned to work at the checkpoint, said: The road closure took place at 5:30 p.m. yesterday (July 18). People in the highlands may not have had time to update the information because they do not use smartphones or do not have an internet connection, so on the morning of July 19, many people came to the checkpoint to ask to pass.
However, following the instructions, we are determined not to let people pass through the checkpoint to go to the dangerous area. Except for some cases of unavoidable illness, we will create conditions for them to go to the hospital as soon as possible.

In Document No. 2688/SGTVT-BQLBT dated July 18, the Department of Transport also provided specific instructions on the traffic organization plan for the direction of traffic from Kim Son town to Chau Thon commune, Que Phong district and vice versa. Specifically: From Kim Son town, follow National Highway 16 towards National Highway 48 (or Provincial Road 544B towards National Highway 48), continue moving along National Highway 48, at Km91+900/National Highway 48, turn right onto Provincial Road 544, at Km21+00/National Highway 544, turn right following National Highway 48D, at Km158+00, continue following Provincial Road 544 (old) to Km270+100/National Highway 16 (Chau Thon commune) and vice versa.
This bypass may take several hours longer than going through the subsidence point, however, this is a mandatory solution that people must implement to ensure the safety of people's lives and property.
Mr. Bui Van Hien - Vice Chairman of Que Phong District People's Committee said: Immediately after receiving the provincial dispatch, the district organized to widely inform about the traffic organization plan on National Highway 16 on loudspeakers so that people could know; propagate traffic safety, focusing on requiring people participating in traffic on National Highway 16 to strictly comply with the commands and regulations of the checkpoints and the commands of traffic regulators.

The People's Committees of Chau Kim, Chau Thon, Cam Muon, Quang Phong, Nam Nhoong, and Tri Le communes shall place warning signs and notify the people of the entire commune not to participate in traffic when there is a notice from the authorities that the road has been closed, except in cases of force majeure (patients going to the emergency room) where the authorities must check and escort them through the collapsed road section.

Direct the force to coordinate with Que Phong Traffic Department and related forces to organize guard duty at checkpoints, resolutely not allowing vehicles to pass through the checkpoints. Strictly handle subjects who intentionally cross the checkpoints according to regulations.
