Efforts to reduce the number of poor households

That is proof that the material life of the people has been raised, the number of well-off and rich households is increasing, the number of poor households is decreasing.

To achieve this, each household in Tan Ky district strives to escape poverty and become rich legitimately. A typical example is Mr. Truong Van Thin - a prestigious person in Dong Tam hamlet, Nghia Binh commune. He happily shared that his family has 6 children, all of whom have their own families and work as workers in big cities. Thanks to the children having stable jobs, the family has food and savings, can build a spacious house and buy living facilities.

At home, the couple actively raises and produces livestock, always keeping buffaloes in the barn, raising chickens for meat and taking advantage of the garden land to grow vegetables, self-sufficient in food. Thanks to that, at the end of 2021, Mr. Thin's familyvoluntarily withdraw from the list of poor householdsof the neighborhood.

Next door is the family of Ms. Nguyen Thi Chat, who also escaped poverty in 2021. Ms. Chat said that her parents let her and her husband live separately since 2017, but because they had no land to produce, their life was always difficult, and they were poor for many years.

Not letting poverty cling to them forever, in early 2021, they were determined to borrow money for their husband to go to Taiwan to work. Working hard, the husband sent money home every month, while the wife stayed home to raise pigs and chickens, etc., so the family's life improved significantly, and they were able to escape poverty at the end of last year. Ms. Chat confided: "In the condition that the family had no land to produce, no job, if my husband had not gone to work abroad, the family would not have been able to escape poverty."

Ms. Hoang Thi Tam - policy officer of Nghia Phuc commune said that the strong change in the appearance of the village and hamlet in the area is largely due to the children going to work abroad. With the orientation of the local government and the breakthrough of the people in poverty reduction work, every year, Nghia Phuc commune has 20-30 people going to work abroad and currently has more than 200 children working abroad.

In Tan An commune, many families have just escaped poverty thanks to labor export and dynamism in production. Ms. Cao Thi Hoa in Thi Tu hamlet, Tan An commune said that although her family actively worked in the fields and gardens, their lives still did not improve. In 2020, her husband decided to go abroad to work with the hope of increasing their family income. Fortunately, her husband had a stable job, so the family's income was increased from foreign exchange earnings. Therefore, at the end of 2020, the family really escaped poverty and now has a more stable life than before.

Mr. Cao Tien Thin - Chairman of Tan An Commune People's Committee said: With the dynamism of the people in labor and production, along with the competition in studying of their children, the number of workers with stable jobs is increasing, the rate of poor households in the locality is also decreasing rapidly, at the end of 2021 it was 3.8%, and it is expected to decrease below 3% by the end of 2022.

Ready for new challenges

In recent years, with the attention of Party committees, authorities and sectors, along with the efforts of the people of all ethnic groups in the district, poverty reduction work in Tan Ky district has achieved important results.

According to the Department of Labor, Invalids and Social Affairs, in 2015 the poverty rate in the whole district was 15.32%, but by 2021 it had decreased to 1.85%; the rate of near-poor households had decreased to 9.19%. However, there are still many households that have not escaped poverty sustainably; the number of households that have escaped poverty but have income levels close to the poverty line is still large; there are still households that have fallen back into poverty... Therefore, poverty reduction in the coming years is a new challenge for the Party Committee and local authorities.

Mr. Phan Van Giap - Chairman of Tan Ky District People's Committee said: Resolution No. 07 NQ/HU of the District Party Committee approving the sustainable poverty reduction plan program for the period 2016 - 2021 has been successfully implemented in the locality. In order for poverty reduction work to continue to be effective, the district has builtPoverty reduction project2022 - 2025 period. Accordingly, the goal of Tan Ky district is to reduce the rate of poor households by 1.5 - 2% per year according to the poverty standard for the period 2021 - 2025, especially communes with a poverty rate of over 20%, each year it will reduce by 2 - 2.5%; the rate of near-poor households will decrease by an average of 1 - 1.5% per year.

To achieve that goal, Tan Ky district has implemented a number of solutions: Strengthening the leadership and direction of Party committees and authorities at all levels, the coordination of the Fatherland Front and socio-political organizations in implementing poverty reduction work associated with building new rural areas, identifying this as a key political task, a regular work of the entire political system and the poor themselves.

Every year, Party committees and authorities at district and commune levels must register to strive for poverty reduction targets; include poverty reduction targets in the emulation criteria for Party committees, authorities and leaders of localities. Assign tasks to Party cells and Party members directly in charge, provide guidance on how to do business, and advise poor and near-poor households on how to export labor to escape poverty.

The main reasons for poor households in Tan Ky district are: lack of production land, lack of production capital, lack of labor, lack of tools and means of production, lack of knowledge and skills in labor, production, illness, sickness... Therefore, in the coming period, the district will continue to have specific solutions to directly support poor households more effectively.

Implement synchronously and effectively poverty reduction policies; improve access to basic social services for poor and near-poor households. Mobilize resources for socio-economic development and sustainable poverty reduction: Focus resources on economic development, especially commodity development in communes and hamlets with high poverty rates; actively socialize poverty reduction work, create a widespread movement, attract and encourage the participation of all classes of people in implementing poverty reduction programs, supporting and helping poor households, etc.

Every year, 800-1,000 workers from poor and near-poor households are provided with new jobs, 300-500 workers are trained in agricultural and non-agricultural occupations and receive training in science and technology applied in production and business.
