Tan Ky: Still slow in handling administrative procedures

(Baonghean.vn) - DThe working group of the Department of Home Affairs concluded the results of the administrative reform inspection in Tan Ky district, focusing on the settlement of administrative procedures at the one-stop shop.

The inspection team commented: The One-Stop Shop basically meets the requirements, however, the number of administrative procedures handled here is not much. It is necessary to review and promulgate the regulations of the One-Stop Shop to make them more suitable, especially regarding the regulations on processing time for some records and procedures. It is necessary to supplement the allowance regime for the staff at the One-Stop Shop.

On the afternoon of May 25, the working delegation of the Department of Home Affairs led by Mr. Le Dinh Ly - Deputy Director inspected the administrative reform work in Tan Ky district. Attending the meeting were representatives of Tan Ky district leaders and related departments and offices.

In specialized departments, the settlement of basic administrative procedures meets the requirements. However, there are still cases of adding additional documents outside the regulations and there are some cases where the settlement time is slow due to combining documents.

Regarding the application of information technology, the inspection team noted that the use of public email is still low (1.2 - 1.6%).

The working group also noted that the District People's Committee needs to advise the District Party Committee to issue specialized documents directing the implementation of administrative reform; Step up the assessment and review of the effectiveness of the implementation of issued administrative reform plans.

At the commune level, the review and assessment of the implementation of the District People's Committee's plans have not been carried out and some units have not yet determined a unified system of documents to be applied at the one-stop shop. Regarding the issuance of birth certificates and permanent residence registration at the commune level, many cases are still behind schedule.

Speaking at the meeting, Mr. Pham Van Hoa - Chairman of Tan Ky District People's Committee accepted the conclusions and comments of the working group; at the same time, proposed a number of contents such as: The Department of Home Affairs needs to implement the administrative reform inspection program in localities more regularly to help the establishments improve their professional expertise; adjust a number of regulations on the arrangement of staff in departments and offices at the one-stop shop to avoid waste and inefficiency.

Previously, reporting to the working group, the Head of the Internal Affairs Department of Tan Ky district said that the district had issued many documents at the district and commune levels on administrative procedure reform. In 2017, a plan was issued to control and promote administrative procedure reform. In the first 4 months of 2017, 162 administrative procedures were reviewed.

The District People's Committee has also conducted many inspections of administrative reform work in the area. Regarding institutional reform, the district has issued 34 legal documents and conducted inspections and reviews of this work throughout the district, thereby discovering 6 documents that need to be revised and supplemented.

Concluding the working session, Mr. Le Dinh Ly - Deputy Director of the Department of Home Affairs acknowledged the attention of Tan Ky district leaders to administrative reform and achieved some positive results.

The Deputy Director of the Department of Home Affairs also emphasized that the leaders of Tan Ky district need to pay more attention to reviewing and evaluating issued plans, especially in the field of administrative reform to improve quality, in which it is necessary to select key tasks at specific times, assign and divide tasks to increase work efficiency, improve the quality of implementing the one-stop shop and inter-connected one-stop shop mechanisms.
