(Baonghean.vn) - Vice Chairman of the Provincial People's Committee Nguyen Van De requested departments, branches and localities in the province to strengthen solutions to improve the effectiveness of state management of land.

On the morning of April 11, the Provincial People's Committee held an online conference with 21 districts, cities and towns on land management in Nghe An province.

There are still many problems

In recent times, the Department of Natural Resources and Environment, People's Committees of districts, cities and towns have made many efforts in state management of land in the province, creating positive changes in administrative reform of land, contributing to the effective exploitation and promotion of land resources, effectively serving the tasks of socio-economic development, national defense and security and social security of the province.

However, besides positive results, state management of land still has limitations and shortcomings that need to be promptly corrected.

Discussing at the conference, representatives of local leaders reflected on the shortcomings and difficulties in land management, and at the same time recommended that the Department of Natural Resources and Environment have solutions to resolve issues related to: Separating certificates with increased area; implementing the national target program for ethnic minority areas with the content of handling support for ethnic minorities regarding the area of ​​residential land and production land.

Land allocation to the wrong subjects; handling of land and houses in old collective areas in Vinh city and Hung Nguyen district; handling of farm land leases; handling of illegal land allocation and division; cadastral map correction; guidance for people to prepare documents when donating land for road construction; issues of land allocation beyond authority; changing the purpose of agricultural land use to residential land; backlog in granting land certificates to individuals without documents...

Some opinions also recommended that the competent authority should issue a procedure to guide the handling of administrative violations related to Decree 91; determine land prices and fulfill financial obligations in cases of unauthorized land use; arrange surplus land after merger, etc.

Improve the efficiency of state management

Concluding the meeting, comrade Nguyen Van De requested departments, branches and localities to strengthen solutions to improve the effectiveness of State management of land.

Specifically, the Department of Natural Resources and Environment should further strengthen the inspection, examination and handling of violations of the law on land management and use according to regulations. Direct local monitoring officers to regularly visit the grassroots level, guide the People's Committees at district and commune levels to handle difficulties, problems and shortcomings, and promptly and thoroughly handle violations related to the land sector.

The Department of Construction needs to guide the People's Committees at district and commune levels to strictly implement regulations on decentralization and assignment of construction planning management in the province.

At the same time, strengthen inspection and examination to strictly, promptly and decisively handle violations of construction order in the province.

Comrade Nguyen Van De requested the Department of Agriculture and Rural Development to strictly manage agricultural land areas in the province, paying special attention to areas where rice-growing land is converted to other purposes.

The Provincial Inspectorate presides over and coordinates with departments and branches in inspection work to guide timely handling of land-related violations.

The Vice Chairman of the Provincial People's Committee requested the Department of Justice to coordinate with the Department of Natural Resources and Environment, Nghe An Newspaper, Nghe An Radio and Television Station, and relevant agencies and units to carry out propaganda, dissemination, and education on land law with practical content and forms suitable to each subject and the actual conditions of each locality.

The provincial police continue to synchronously deploy professional measures, promptly detect, combat, and handle all types of crimes and violations of land law.

For districts, towns and cities, it is necessary to rectify personnel work, arrange appropriate staff to directly handle administrative procedures for people, and avoid delays in performing public duties.

At the same time, strengthen the inspection and examination of land use management in the area; rectify land use rights auction activities and land use conversion; handle and prevent illegal constructions on agricultural land; handle and arrange land and housing facilities; promote the application of information technology, administrative reform, guide the settlement of administrative procedures for people in a timely manner, and minimize errors in the land sector.

Regarding the recommendations of localities, Vice Chairman of the Provincial People's Committee Nguyen Van De assigned the Department of Natural Resources and Environment to synthesize a report and submit it to the Provincial People's Committee for settlement within its authority and report to the Ministry of Natural Resources and Environment and relevant ministries and branches for contents beyond its authority according to regulations./.
