Strengthening forest protection and development

(Baonghean.vn) - On the morning of March 22, the Provincial Steering Committee on Forest Protection and Development Plan for the period 2011-2020 held a meeting to summarize the work of 2013 and deploy tasks for 2014. Comrade Dinh Viet Hong, Vice Chairman of the Provincial People's Committee, Head of the Steering Committee chaired the meeting.

Overview of the meeting

In 2013, the functional agencies and local authorities made great efforts in leading, directing and organizing the implementation of the forest protection and development plan. Forest management and protection in 2013 had many positive changes in all aspects: forest protection; forest fire prevention and fighting; trading, transporting and processing of forest products; wildlife management; conversion of forest use purposes. The number of detected forestry law violations was 1,255 cases, down 9.2% in number of cases; forest fire prevention and fighting had many changes, 21 forest fires were detected, down 16% compared to 2012; damage was 29.1 hectares, down 60% compared to 2012.

Compared to 2012, the forest development work has been paid attention by localities, especially planting production forests, zoning and promoting regeneration and taking care of planted forests. The whole province has planted 15,516 hectares of concentrated forests, reaching 103% of the plan; well protected 888,000 hectares of existing forests, zoning and protecting 85,280 hectares of forests and taking care of 22,000 hectares of protective and production forests. In 2013, over 33,000 varieties of forestry trees were produced and more than 5,500m3 of natural forest wood, 500,000m3 of planted forest wood and 1,672 tons of pine resin were exploited... Up to now, the planning of 3 types of forests has been completed in 3 localities: Ky Son, Quynh Luu and Tan Ky. In addition, the planning of raw material areas for wood processing projects and rubber trees approved by the Provincial People's Committee has been carried out.

However, the implementation of the 2013 Forest Protection and Development Plan still has some major problems such as: illegal logging and resistance to law enforcement officers are still occurring fiercely and complicatedly in some localities with a lot of natural forests and a lot of wood with high commercial value; forest fires are still concentrated in Nam Dan, Hung Nguyen and Thanh Chuong districts; management of wood remaining in the people's possession is still confusing, leading to the situation of taking advantage of loopholes of the authorities to trade and transport wood out of the area.

At the meeting, members of the Steering Committee focused on contributing ideas around the allocation of funds for forest protection and development; pointing out the causes and problems that need to be resolved... After listening to the opinions of the delegates, comrade Dinh Viet Hong suggested that the Department of Agriculture should complete the report in full and detail and propose remedial measures to prepare for the conference to summarize the work of forest protection and development on March 29.At the same time, it is recommended that the Department of Agriculture speed up the investigation, review, and planning of three types of forests to submit to the Provincial People's Council.The Departments of Agriculture, Finance, Planning and Investment, and Labor, Invalids and Social Affairs need to coordinate closely to develop a plan to allocate funds for forest protection in districts 30a./.
