(Baonghean.vn) - On November 16, the Provincial People's Committee issued a dispatch on strengthening the prevention and fight against crimes and law violations.The content of the telegram is as follows:

NGHE AN PROVINCE PEOPLE'S COMMITTEE telegraphs:

- Provincial departments, branches, sectors and organizations;

- People's Committees of districts, cities and towns.

In recent times, the situation of crime and violations of the law on environment, resources, and food safety in the province has been complicated, especially the situation of environmental pollution in industrial parks, production and business establishments, hospitals, and concentrated livestock areas; illegal sand and gravel mining on rivers; illegal exploitation of forest products in protective forests and nature reserves; violations of food hygiene and safety, especially fake and poor quality food, are still common, causing negative impacts on the environment and people's lives, and some places have potential complications in terms of security and order. The above situation stems from many causes, but of particular concern is that the awareness of compliance with the law on environmental protection and food hygiene and safety of organizations and individuals is still limited, even taken lightly; State management of environment, resources, and food safety by Party committees, authorities at all levels, and functional sectors still has loopholes; sometimes, in some places, the direction is not resolute.

To focus on solving the above situation, and at the same time mobilize the strength of the entire political system to participate in the work of preventing and fighting crimes and violations in the fields of environment, resources, and food safety, the Provincial People's Committee requests:

1.Provincial departments, branches, sectors, organizations, People's Committees of districts, cities and towns urgently implement the following contents:

- Continue to direct and implement major policies of the Central Government, Provincial Party Committee, Provincial People's Committee on environmental protection, natural resources, and food safety such as: Directive 29-CT/TW dated January 21, 2009 of the Central Party Secretariat on continuing to promote the implementation of Resolution No. 41-NQ/TW of the Politburo on environmental protection during the period of accelerating industrialization and modernization of the country; Resolution 35/NQ-CP dated March 18, 2013 of the Government on a number of urgent issues in the field of environmental protection; Directive No. 17/CT-TTg of the Prime Minister on thoroughly handling establishments causing serious environmental pollution; Directive No. 21/CT-UBND dated July 21, 2009 of the Provincial People's Committee on strengthening environmental protection; Directive No. 06/CT-UBND dated March 7, 2013 of the Provincial People's Committee on strengthening state management of mineral activities; Directive No. 06/CT-UBND dated August 29, 2014 of the Provincial People's Committee on strengthening measures to ensure food safety and hygiene in Nghe An province...

- Strengthen propaganda and education work, raise awareness and responsibility of agencies, unions, organizations and people of all walks of life in complying with the Law on Environmental Protection, the Law on Minerals, the Law on Food Safety and other relevant legal provisions; actively participate in denouncing crimes and violations of the law on the environment, resources and food safety. Strongly launch the mass movement to protect national security at the grassroots level, focusing on building and replicating advanced models and examples; commend the example of "good people - good deeds", encourage collectives and individuals with outstanding achievements in the fight against crimes and violations of the law on the environment, resources and food safety.

- Improve the effectiveness of state management of environment, resources, food safety and hygiene, especially in the stages of appraisal and approval of environmental impact assessment reports; planning and granting of mineral exploitation licenses, licenses to ensure food safety and hygiene conditions; post-licensing inspection and examination... Proactively overcome loopholes and shortcomings in state management of environment, resources, food safety and hygiene to prevent bad actors from taking advantage of criminal activities and violations. Further strengthen the coordination relationship between functional branches and local Party committees and authorities in state management of environment, resources, and minerals in the locality and field of responsibility.

2. Focus on advising and directing the synchronous and drastic implementation of preventive measures and combating all types of crimes and violations of laws on the environment, resources, and food safety, focusing on emerging crimes and violations such as: acts of environmental pollution, non-compliance with environmental protection commitments, illegal mining, deforestation, illegal transportation of forest products, illegal trading and transportation of wild animals, use of banned substances in food processing, etc., including the following requirements:

- The provincial police proactively organize, deploy, and effectively carry out a peak period of attacking and suppressing all types of crimes and violations of laws on the environment, resources, and food safety and hygiene.

- The Department of Natural Resources and Environment shall preside over and coordinate with relevant agencies and local authorities to conduct inspections, investigations, detection and strict handling of violations of laws on the environment and natural resources; advise the Provincial People's Committee to resolve complex environmental pollution hotspots in the area.

- The Department of Agriculture and Rural Development shall preside over and coordinate with relevant agencies and local authorities to strengthen control and strictly manage the use of pesticides and prohibited substances in livestock, poultry, and aquatic product farming; tighten forest management and protection, and protect endangered and rare species of animals and plants...

- The Department of Health shall preside over and coordinate with relevant agencies and local authorities to inspect, detect and strictly handle violations of food safety and hygiene.

- The Department of Industry and Trade; the Provincial Customs Department coordinates with relevant functional agencies to strengthen the fight against illegal acts of bringing scrap, waste, and dirty food into Nghe An province.

- The Provincial Procuracy and the Provincial People's Court shall strengthen coordination with relevant agencies, especially investigation agencies at all levels, to improve the efficiency, quality, and progress of investigation, prosecution, and trial of cases related to the fields of environment, resources, and food safety, ensuring the strictness of the law; select and identify a number of cases as model cases to focus on investigation, prosecution, trial, and organize mobile trials to serve the work of propaganda and deterrence of crime.

- The Department of Information and Communications, the Provincial Radio and Television Station, Nghe An Newspaper, news agencies and newspapers step up propaganda work on the situation, methods and tricks of criminals and violators, and the results of the fight by functional agencies in the fields of environment, resources and food safety, in order to raise awareness and sense of law compliance among the people, creating consensus among the whole society to participate in the fight against and prevent crimes and violations of the environment, resources and food safety.

- The Department of Finance presides over and coordinates with relevant agencies to advise the Provincial People's Committee to support implementation funding.

- Provincial departments, branches, unions, People's Committees of districts and cities, based on their functions and tasks, strengthen and innovate measures to propagate and prevent crimes and violations of the environment, resources, and food safety; strengthen state management in their fields and areas of responsibility, not allowing subjects to take advantage of criminal activities and violations of the law.

-Where there are complicated developments of crimes and violations of laws on environment, resources, and food safety, negatively affecting security and order, causing public outrage, the heads of relevant departments, branches, and sectors, and the Chairmen of the People's Committees at district and commune levels in that locality must bear joint responsibility.

3. Assign the Provincial Police to preside over and coordinate with the Provincial People's Committee Office to monitor and urge units and localities to implement this Official Dispatch. Promptly advise the Chairman of the Provincial People's Committee to encourage and reward collectives and individuals with outstanding achievements and criticize and remind units and localities that have ineffectively implemented the peak period.

Requesting Directors of Departments, Heads of relevant provincial departments, branches, and organizations, Chairmen of People's Committees of districts, cities, and towns to deploy and seriously implement this Official Dispatch; report the results to the Provincial People's Committee before January 5, 2016 and periodically every quarter (through the Office of the Provincial People's Committee and the Provincial Police) for monitoring, synthesizing and reporting to the Ministry of Public Security and the Provincial Party Committee as prescribed.
