Strengthening solutions to build a strong and comprehensive reserve officer team

(Baonghean.vn) - Reality requires solutions to overcome limitations in the implementation of Decree 26 of the Government on reserve officers of the Vietnam People's Army.

On the afternoon of September 9, the Nghe An Provincial Military Command held a conference to review the implementation of Decree No. 26 of the Government on reserve officers of the Vietnam People's Army. Attending the conference was Major General Nguyen Sy Hoi - Deputy Commander of Military Region 4.

Colonel Tran Van Hung - Member of the Provincial Party Committee, Commander of the Provincial Military Command chaired the conference.

In recent years, despite many difficulties and challenges, with great efforts, military agencies at all levels in the province have performed well the work of reserve officers according to Decree 26 of the Government. Propaganda, dissemination, and political and ideological education have been carried out effectively, creating changes in awareness and responsibility throughout the political system.

In addition, the military agency also attaches importance to the work of re-examination, registration, and resource management, grasps the situation and status of reserve officers at the bases, and promptly adjusts to ensure sufficient mobilization targets for the units. Pays attention to the regimes and policies for reserve officers. Proactively adjusts and supplements the system of documents and plans for building reserve officer forces at all levels, creating a basis for implementing mobilization tasks, combat readiness tasks, and building the province's defense area posture....

The conference also pointed out many difficulties and obstacles in the implementation of the Decree such as the training period for reserve officers is only from 3 to 6 months, not enough to equip knowledge, practice skills and qualifications to appoint command and management positions at regimental level or higher. The reserve officer team often moves and fluctuates due to the impact of economic development, urbanization, labor export, etc.

To overcome these shortcomings, the conference proposed many solutions. In particular, in the coming time, it is necessary to do a good job of extensive propaganda work at all levels, sectors, and among the masses, especially the team of leaders and commanders. Do a good job of calculating resources, selecting and training, registering, managing, ensuring strict compliance with regulations...
