Strengthening supervision of the implementation of the Law on Management and Use of Public Assets

The Law on Management and Use of Public Assets was passed by the 14th National Assembly on June 21, 2017 (effective from January 1, 2018). After 1 year of implementation, through training and implementation of the Law on Management and Use of Public Assets and documents detailing the implementation of the Law, it has helped agencies, organizations and units directly managing and using public assets grasp the new regulations to manage and use public assets in accordance with regulations.

In addition to the results achieved in the implementation process, at the conference, representatives of provinces and cities pointed out the limitations and difficulties of the Law on Management and Use of Public Assets.

Some types of assets and fields still lack detailed regulations or are no longer consistent with the Law on Management and Use of Public Assets but have not been replaced, amended or supplemented. The reason is that public assets in our country have a very wide scope, managed and used by many different entities; for some specific public assets, there needs to be an appropriate review and conversion process.

Many localities focused on reflecting the slow progress in promulgating standards and norms for the use of specialized headquarters area, public works, specialized machinery and equipment, affecting investment in construction, procurement, repair, upgrading, renovation and asset disposal.

The main reason is that some ministries such as Health, Education and Training, Labor, War Invalids and Social Affairs have not issued detailed regulations guiding the standards and norms for the use of specialized assets in these fields, so localities have no basis to develop and promulgate standards and norms for agencies, organizations and units under their management.

In addition, the number of specialized machinery, equipment, specialized headquarters area, and public works area is large, with diverse types. Each agency, organization, and unit has different needs, so the synthesis and development of standards and norms has not been timely.

Concluding the conference, Deputy Minister of Finance Tran Xuan Ha acknowledged and accepted the opinions of sectors and localities, to submit to the National Assembly for consideration and amendment of the Law on Management and Use of Public Assets in the coming time, to suit reality.

At the same time, the Deputy Minister requested ministries, sectors, and localities to strengthen supervision of the implementation of the Law on Management and Use of Public Assets, to promote the value and national financial resources, bringing practical efficiency in socio-economic development.
