Strengthening inspection of administrative reform work at ministries, branches and localities

The goal is to objectively and comprehensively assess the results of administrative reform in the management areas of ministries and branches, the implementation of Government resolutions on direction, administration, and administrative procedure reform in a number of key areas in a number of ministries, branches and localities, thereby having closer guidance measures in the implementation of administrative reform tasks in the coming time.
Discovering good and creative ways to have solutions to replicate nationwide; promptly discovering shortcomings and difficulties in the process of implementing administrative reform tasks at ministries, branches and localities to have directions to overcome and remove obstacles in the implementation; recording proposals and recommendations of ministries, branches and localities to direct and guide unified implementation nationwide; enhancing the sense of responsibility, creating changes in discipline, order and administration of leaders, cadres, civil servants and public employees in implementing administrative reform.
According to the Plan, in 2016, the Steering Committee will conduct inspections of the implementation status and results of administrative reform tasks of ministries, branches and localities on all contents of Resolution 30c/NQ-CP dated November 8, 2011; the implementation of Directive No. 07/CT-TTg dated May 22, 2013; inspect the implementation status and results achieved by ministries, branches and localities in implementing the Government's resolutions on promoting administrative procedure reform in a number of fields.
At the same time, inspect the implementation of forms of public and transparent administrative procedures; the announcement of administrative procedures under the management or settlement authority of ministries, branches and localities; the public announcement of administrative procedures on the national database on administrative procedures and on the website/electronic information portal; the posting of administrative procedures at the headquarters of agencies and units where administrative procedures are directly handled; the implementation of promoting reform of the civil service and civil servant regime; responsibility and ethics of civil service, discipline and order in the direction, administration and performance of public duties of cadres and civil servants.
Inspect the implementation of e-Government and e-Government construction according to Resolution 36a/NQ-CP dated October 14, 2015 of the Government and Decision No. 1819/QD-TTg dated October 26, 2015 of the Prime Minister approving the National Program on application of information technology in the activities of state agencies for the period 2016 - 2020./.
