Strengthen dialogue with people, resolve incidents arising from the grassroots

(Baonghean.vn) - On the morning of July 6, the Steering Committee for the Implementation of the Democratic Regulations (QCDC) at the grassroots level of the province held a working session to review the activities of the first 6 months of the year and deploy tasks for the last 6 months of 2016.

Overview of the working session.

Implementing the grassroots democracy regulations, in the first 6 months of the year, People's Committees at all levels have focused on directing drastic, synchronous and effective solutions to direct and manage socio-economic development, proactively and promptly removing difficulties for businesses and policies for new rural development.

Basically, communes, wards and towns have seriously and effectively implemented the grassroots level QCDC according to Decree No. 34 of the National Assembly Standing Committee, linking the implementation of the grassroots level QCDC with launching emulation movements to implement the action program to implement the Resolutions of Party Congresses at all levels; propagating and organizing people to participate in the election of National Assembly Deputies and People's Councils at all levels for the 2016-2021 term to ensure quality and compliance with the law.

Comrade Nguyen Thi Thu Huong - Member of the Provincial Party Committee, Secretary of the Party Committee of the provincial agencies proposed to improve the effectiveness of administrative reform associated with the implementation of QCDC.

People's Committees at all levels have effectively organized the work that must be made public so that people know, discuss, decide and supervise. This focuses on publicizing projects, land planning, industrial zones and clusters, residential areas, land compensation prices, administrative procedures, etc.

State administrative agencies have seriously implemented Directive 17; promoted administrative reform, and strongly applied information technology in management, operation and task performance.

Thanks to the good implementation of QCDC at the grassroots level, the election work in the province was a great success.

Through the implementation of the QCDC at the grassroots level, the people's mastery continues to be clearly enhanced, creating an atmosphere of excitement, solidarity and trust among cadres, party members and people of all walks of life; creating conditions for cadres to be close to the people, respect and accept the people's opinions and contributions, raising awareness, responsibility and effectiveness in overcoming bureaucratic evils.

In the first 6 months of the year, the whole province received 2,275 citizens, an increase of 6.8% over the same period; received 2,768 petitions of all kinds, an increase of 3.7% over the same period, with 175 complaints and denunciations to be resolved, a decrease of 13.8% over the same period, up to now, 155/175 cases have been resolved, reaching a rate of 88.6%.

Comrade Thai Khac Thu - Secretary of the Party Committee of the Enterprise Bloc said that implementing QCDC, the reward work needs to be precise, rewards must not be equal but must be based on achievements and the right subjects.

At the meeting, in addition to evaluating the results achieved, the Steering Committee members also frankly pointed out the existing limitations in implementing the QCDC at the grassroots level in the first 6 months of the year. That is, administrative reform has not had positive changes, has not brought about the effectiveness as set out; the working style of some state officials and civil servants in handling matters related to people and businesses still causes inconvenience,...

Concluding the working session, comrade Le Xuan Dai - Permanent Vice Chairman of the Provincial People's Committee, Head of the Steering Committee for implementing grassroots democracy in the province highly appreciated the leadership and direction of the Party Committee and government as well as the results of implementing grassroots democracy in all types of grassroots, contributing to creating clear changes in the socio-economic, national defense - security, and building the grassroots political system of the province.

The Vice Chairman of the Provincial People's Committee requested that in the coming time, it is necessary to strengthen the implementation of the QCDC at the grassroots level to create high consensus among the people, strengthen the great national unity bloc, promote administrative procedure reform, promote the people's mastery, effectively implement the supervision and social criticism of the Fatherland Front and mass organizations; strengthen dialogue and contact with the people, focus on resolving urgent, prominent cases arising from the grassroots level; effectively implement the action program to implement the Resolution of the 12th National Party Congress, the Resolution of the 18th Provincial Party Congress and the action program to implement Resolution 26-NQ/TW of the Politburo on the direction and tasks for Nghe An development until 2020.
