(Baonghean.vn) - Standing member of the Party Central Committee Secretariat Truong Thi Mai emphasized that the work of ensuring traffic order and safety has not yet met the requirements, traffic accidents are still high, and are a concern of the Party, State and People.

On the morning of July 6, the Central Public Security Party Committee held an online conference to disseminate Directive No. 23-CT/TW dated May 25, 2023 of the Central Party Secretariat on "Strengthening the Party's leadership in ensuring traffic order and safety in the new situation".

Comrades: Truong Thi Mai - Politburo member, Permanent member of the Secretariat, Head of the Central Organization Commission; Tran Luu Quang - Member of the Party Central Committee, Deputy Prime Minister, Chairman of the National Traffic Safety Committee; General To Lam - Politburo member, Secretary of the Central Public Security Party Committee, Minister of Public Security co-chaired the conference.

At the Nghe An province bridge, comrades: Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee; Major General Pham The Tung - Member of the Provincial Party Committee Standing Committee, Director of the Provincial Police Department chaired the conference. Attending the conference were comrade Le Hong Vinh - Member of the Provincial Party Committee Standing Committee, Standing Vice Chairman of the Provincial People's Committee; representatives of leaders of provincial departments, branches, sectors and organizations.

10 YEARS HAVE76,439 PEOPLE DIED IN TRAFFIC ACCIDENTS

After 10 years of implementing Directive No. 18/2012 of the Central Party Secretariat on: "Strengthening the Party's leadership in ensuring order and safety of road, railway, inland waterway traffic and overcoming traffic congestion", it can be affirmed that this is a correct and timely policy, of great significance to ensuring order and safety of traffic in particular and to socio-economic development in general.

The transport infrastructure system has developed strongly; the quality of transport has been increasingly improved, basically meeting the requirements of socio-economic development, ensuring national defense and security, improving people's lives, contributing to hunger eradication and poverty reduction. A number of modern transport works such as highways, international seaports, international airports... have been invested in and built, contributing to creating a new look for the country.

The work of ensuring traffic order and safety and overcoming traffic congestion over the past 10 years has achieved many positive results. The awareness of traffic participants in voluntarily complying with regulations on ensuring traffic order and safety has changed. The number of deaths and injuries due to traffic accidents has decreased year by year.

The number of particularly serious traffic accidents involving passenger cars and heavy trucks has been controlled, contributing to improving the effectiveness and efficiency of state management of traffic order and safety, effectively serving the task of socio-economic development of the country.

In addition to the achieved results, traffic order and safety are still complicated, causing frustration and anxiety in society; traffic culture has not been clearly formed; ensuring traffic order and safety is sometimes and in some places lax, and some violations have not been completely overcome.

Traffic accidents have not been reduced sustainably; solving traffic congestion in some large cities and urban areas still faces many difficulties... negatively affecting the economic, cultural and social development of the country. The situation of resisting law enforcement officers in ensuring traffic order and safety is complicated and tends to increase.

In 10 years (2012-2022), there were 190,020 traffic accidents nationwide, killing 76,439 people and injuring 165,824 people. Of which, about 70% of the people who died or were injured were of working age, leaving very serious consequences for society. People are still worried and insecure when participating in traffic.

The police force has recorded and handled more than 40.2 million cases of traffic order and safety violations, imposing fines of VND 27,378 billion. People's courts at all levels have tried 41,140 cases, with 41,785 defendants violating traffic order and safety.

Faced with that situation, on May 25, 2023, the Central Party Secretariat issued Directive No. 23-CT/TW on "Strengthening the Party's leadership in ensuring traffic order and safety in the new situation".

The Central Party Secretariat emphasized 6 groups of key tasks and solutions, including: Strengthening leadership, direction, inspection, and urging strict implementation of the Party's guidelines and policies, the State's policies and laws on ensuring traffic order and safety; Perfecting the legal system, promoting decentralization, delegation of power, and clearly defining responsibilities in state management of traffic.

In addition, strengthen propaganda, dissemination and education of laws on ensuring traffic order and safety; Focus resources on building and developing traffic infrastructure; improve management, operation and coordination capacity between forces in ensuring traffic order and safety; Overcome traffic congestion in major cities, especially Hanoi and Ho Chi Minh City.

At the conference, representatives of ministries, branches and localities discussed, evaluated and clarified the achieved results and experiences, good and creative ways in implementing Directive 18; analyzed and clarified existing problems, difficulties and obstacles in ensuring traffic order and safety, thereby proposing solutions to overcome them, contributing to improving the effectiveness of this work in the coming time.

THE HIGHER THE POSITION, THE MORE EXAMPLE THEY MUST BE IN TRAFFIC COMPLIANCE

Concluding the conference, Comrade Truong Thi Mai - Standing member of the Secretariat, Head of the Central Organization Committee emphasized that in reality, the work of ensuring traffic order and safety has not yet met the requirements, traffic accidents are still high, and are still a concern of the Party, State and People.

Therefore, we must continue to be determined, have stronger, more effective, and more drastic solutions; better promote the combined strength of the entire political system and the people, more strongly spread the spirit of Directive No. 23, must create strong, positive changes in ensuring traffic order and safety, contributing to socio-economic development, ensuring national defense and security, ensuring the health and lives of the people.

The Standing Secretariat believes that the solutions in Directive No. 23 must be implemented synchronously and consistently, especially in leadership, direction and strict implementation of the Party's policies, the State's laws and perfecting the legal system, and clearly defining responsibilities in state management.

"All cadres and party members must uphold their spirit, responsibility, and set an example for the people on this issue. All acts of intervention or influence in the process of handling traffic violations are strictly prohibited. The higher the position of the cadre, the more exemplary they must be. Only then will there be more motivation and create more favorable conditions for ensuring traffic order and safety, meeting the Party's requirements and the legitimate aspirations of the people," emphasized comrade Truong Thi Mai.

At the same time, increase resources, develop transport infrastructure, learn many good experiences from other countries into the country's practice. Localities must strictly implement the relocation of headquarters, schools, hospitals, large production areas outside the central area, develop public transport, adjust the population size appropriately, and improve traffic management capacity.
