Focused inspection, focusing on sensitive areas

In 2021, the People's Committee of Nghe An province approved a focused inspection plan, focusing on sensitive areas prone to violations.

During the year, the entire Inspection sector conducted 294 administrative inspections (recommending administrative handling of 134 organizations and 522 individuals with violations); 1,037 specialized inspections (discovering 2,322 organizations and individuals with violations); 104 public service inspections and responsibility inspections (recommending review and experience drawing for 64 organizations and 323 individuals with violations).

Through inspection, violations of more than 70.5 billion VND were discovered and administrative fines of more than 11.86 billion VND were imposed.

Rate of resolving complaints in cState administrative agenciesreached 88.9%

Citizen reception work at all levels and sectors is carried out regularly and seriously. Citizens' complaints, denunciations, and recommendations are consulted and handled by citizen reception officers in accordance with the provisions of law. All levels and sectors have promoted responsibility, promptly led, directed, and coordinated the settlement of citizens' complaints and denunciations as soon as they arise at the grassroots level. At the same time, they have paid attention to and directed the effective settlement of many complicated and prolonged complaints and denunciations.

Attention has been paid to the work of disseminating and educating the law on complaints and denunciations. The skills of classifying and handling petitions of officials and civil servants in charge of receiving and handling citizens have been increasingly improved. Citizens' petitions have been concentrated at one point and forwarded to the right competent agencies for resolution, thus limiting and reducing the phenomenon of large gatherings and prolonged petitions that go beyond the level of authority.

During the year, state administrative agencies at all levels in the province received 6,353 citizens coming to make complaints, denunciations, recommendations and reflections, an increase of 9.3% over the same period in 2020.

The number of complaints, denunciations, petitions, reflections, and land disputes arising in the province in 2021 was 8,722, down 0.4% over the same period in 2020, of which 7,081 were eligible for processing, down 13.2% over the same period in 2020. The number of complaints and denunciations arising in the period was 291 cases, down 7.3% over the same period in 2020.

Of which: State administrative agencies have resolved 238/316 cases, reaching 88.9%, the remaining 35 cases are being verified and resolved by departments, branches, sectors, and local authorities at all levels according to regulations.

However, the implementation of the information and reporting regime on citizen reception, complaint and denunciation settlement of some sectors and localities is still slow and of limited quality. The application of information technology in monitoring, integrating, exploiting and using information and data on citizen reception, handling petitions, and settling complaints and denunciations has not met the requirements. Some localities in the process of settling complaints and denunciations of cases under their jurisdiction have not really paid attention to organizing dialogues to listen to citizens' opinions and aspirations, leading to prolonged and complicated settlement of cases.

Detect and prosecute many corruption cases

The work of preventing and combating corruption has been focused on and implemented by the Provincial Party Committee, the People's Council, the Provincial People's Committee and all levels and sectors. The solutions to prevent and combat corruption have been implemented synchronously, along with the regular dissemination and education of laws on preventing and combating corruption, contributing to raising the awareness and responsibility of civil servants, public employees and workers.

During the year, many corruption cases were discovered and handled through inspection, complaint and denunciation settlement, investigation, prosecution and trial. Corruption cases were handled strictly by all levels and sectors, with the right people and the right crimes.

During the period, the investigation agencies at all levels in the province accepted to investigate 13 cases/52 defendants. The total number of cases handled by the People's Procuracy at 2 levels: 06 cases/27 defendants; The People's Court at all levels accepted to try: 08 cases/34 defendants. Through the investigation, prosecution and trial of corruption cases, the damage of more than VND 8,386 billion (including 10,850 m2 of land, worth VND 0.496 billion) was discovered; of which VND 4,212/VND 8,387 billion was recovered (reaching a rate of 50.2%).

Speaking at the conference, Permanent Vice Chairman of the Provincial People's Committee Le Hong Vinh acknowledged the efforts of sectors, levels and localities in receiving citizens, handling complaints and denunciations, fighting corruption and inspection work, contributing significantly to the socio-economic achievements of the province.

The Standing Vice Chairman of the Provincial People's Committee emphasized that 2022 will have many difficulties and challenges, so the Inspection sector needs to consolidate and improve the force of inspection civil servants, improve professional qualifications, expertise, and political courage, ensuring a clean and strong inspection apparatus.

Along with that, it is necessary to continue to focus on post-inspection handling; strengthen the work of detecting and handling corruption according to Directive No. 50 of the Politburo and Directive No. 12 of the Prime Minister, especially petty corruption. Strengthen the urging, inspection, supervision of the investigation, prosecution, and trial of corruption cases, serious and complicated violations of economic management order, and cases of public concern.
