Under the chairmanship of comrade Nguyen Dac Vinh, the Provincial Party Standing Committee listened to and gave opinions on the implementation of the socio-economic plan, national defense and security, and foreign affairs in the first 9 months of 2017.
In the first 9 months of the year, the socio-economic situation faced many difficulties due to complicated weather conditions, direct impact of storms No. 2 and No. 10, and some potential complex issues regarding security and order. However, the socio-economic situation has achieved important results.
The total product in the province (GRDP) is estimated at 50,755.9 billion VND, up 7.61% over the same period (higher than the same period in 2015 and 2016). Many sectors have positive changes, growth indicators are quite good. Total state budget revenue in the area in the first 9 months of 2017 is estimated at 8,551,65 billion VND, reaching 73.8% of the estimate, up 14% over the same period. At the meeting, opinions expressed concern about many issues affecting growth speed and pace, emerging issues affecting security and order in the province; resolving backlogs and debts, removing obstacles and difficulties to create momentum for economic development.
Delegates attending the meeting said that amid the general difficulties of reducing public investment, some activities are still sluggish. Some projects after the initial investment promotion phase, then progress and implementation pace are slow. Sectors need to study and think to ensure growth rate in the year and growth rate according to Resolution 26 of the Politburo.
Delegates are also concerned about new production capacity and new development factors that need to be clarified. Regarding administrative reform, especially investment promotion activities, it is necessary to clarify the reasons why the activities of investment promotion centers are still confused and what the solutions should be.
Concluding the assessment of the implementation of the socio-economic plan, national defense and security, and foreign affairs in the first 9 months of 2017, the Provincial Party Secretary said that in the first 9 months of the year, the targets and objectives have basically been implemented on schedule, and the prospects are that the targets and objectives of 2017 can be achieved and exceeded in all aspects.
Despite some objective and subjective difficulties, Nghe An still ensures the priority of sustainable development, promptly and effectively handles arising issues, quickly creates stability and consensus in society, many achievements in various fields have the meaning of encouragement, motivation, and creating excitement among cadres, party members and people to compete to complete socio-economic goals and targets.
The Provincial Party Secretary directed that in the coming time, it is necessary to continue to promote the responsibility of leaders of sectors, fields, and localities in focusing on removing bottlenecks, problems, and backlogs to create conditions to achieve and exceed targets, goals, and socio-economic activities, national defense and security, Party building, and the political system.
All levels and sectors need to clearly analyze the advantages, disadvantages, strengths and weaknesses to find the causes and solutions to overcome difficulties. In particular, investment attraction activities must be more effective and investment promotion activities must be pursued consistently.
