Also participating in the monitoring delegation were comrade Thai Thi An Chung - Member of the Provincial Party Executive Committee, Deputy Head of the Provincial National Assembly Delegation; leaders of the Provincial Fatherland Front Committee, Department of Planning and Investment, Department of Construction, Department of Natural Resources and Environment, and Provincial Inspectorate.
According to the report of Vinh City People's Committee, in 6 years (2016-2021), the City People's Committee proposed and coordinated with the interdisciplinary delegation of the Provincial People's Committee to inspect and handle 158 cases.project behind schedulein the area, accounting for about 90% of the total projects inspected and handled in the whole province. Of which, 39 projects were inspected twice; 5 projects were inspected three times; 1 project was inspected four times.
Through inspection, the province has revoked and legally annulled 21 projects. Currently, the city is continuing to propose inspection and handling of 53 investment projects in the area.

At the meeting, provincial departments and branches focused on analyzing and clarifying the reasons for the project's slow progress. In addition to the limited capacity of the investor, especially financial capacity and the situation of land retention fromInvestor; problems and difficulties in site clearance; opinions also frankly stated the responsibility of the State for not building connecting traffic infrastructure and the adjustment and change of planning also slowed down the project's progress.
The quality of examination and appraisal in approving projects that allow investors with limited capacity to invest in projects from competent authorities also raises some issues.
Another reason is that the legal regulations system is not yet complete and consistent; on the other hand, there is also the failure to properly or slowly implement legal regulations related to the Investment Law and the Land Law, leading to problems and delays in the implementation and handling of projects.

The consequences of the project's slow progress mentioned at the meeting were waste of land resources; loss of aesthetics; and slowing down the urban formation according to the Vinh City Master Plan.
In addition, currently, among the total number of projects behind schedule in the city, there are many projects with large areas and located in the "golden" land areas of the city, but left abandoned, while many capable and experienced investors who want to seek investment opportunities in the city do not have suitable land funds to invest, affecting the investment environment and the development of the city.

The project's delay also causes instability and disruption to the lives of a part of society; increases pressure on the city's social infrastructure system; affects the safety, daily life, production and business of the people...
The consequences are great, but the rate of recovery of projects behind schedule in the past is still too low, causing some investors to become "immune" to the law. Therefore, some opinions suggest that the province needs to be drastic in recovering suspended projects and projects behind schedule, in reality there are projects that have been extended many times but have not been implemented.

At the meeting, many delegates also requested the City People's Committee to clarify some issues related to some projects that are behind schedule, of which the most notable are the Commercial Service Area project, Office for lease, High-rise apartment building (located on Lenin Avenue), BMC project (at the train station intersection)...

Support capable and willing investors
Concluding the meeting, comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice ChairmanProvincial People's CouncilHighly appreciated the city's initiative in directing the review, making recommendations to the province and coordinating with 5 provincial inspection teams on suspended projects, projects behind schedule, and projects using land for the wrong purpose.
Agreeing with the opinions at the meeting, the Standing Vice Chairman of the Provincial People's Council proposed that the city pay attention to building a comprehensive database of projects using land in the city with the total land use area, total investment of each project; including suspended projects, projects behind schedule, projects using land for the wrong purpose.

Along with that, it is necessary to locate and classify projects into groups of suspended projects, projects behind schedule, projects using land for the wrong purpose and classify projects by administrative unit. Each group and each project needs to clearly analyze the specific causes and consequences, and propose solutions to handle the projects.
Along with that, the city needs to continue to proactively review and inspect investment projects in the area to continue to recommend the province to inspect and handle; at the same time, review projects that have been inspected and have conclusions for implementation.

Comrade Nguyen Nam Dinh also emphasized the viewpoint and suggested that the city strengthen administrative reform and public ethics; in which, focusing on supporting and removing difficulties for investors with capacity and goodwill to promote the implementation of investment projects. On the contrary, for investors with weak capacity and limited responsibility for implementation, there must be sanctions to resolutely handle them.
