Vinh City: Tax debt over 223 billion VND
(Baonghean.vn) - According to statistics from Nghe An Tax Department, by early June 2016, total tax debt in Vinh city was 223,487 billion VND, an increase of nearly 20 billion VND compared to the beginning of the year.
Tax revenue increased mainly due to an increase in taxes: VAT increased by VND 14,418 billion (mainly due to the increase in monthly and quarterly tax declarations and due to additional collection through tax law compliance inspections); Other revenue increased by VND 7,921 billion (mainly from mineral exploitation rights fees of new units); Non-agricultural land use tax increased by VND 6,265 billion (from production, business and residential land); Late payment increased by more than VND 4 billion (increased late payment of enterprises that have not paid their debts and late payment of the decision to collect additional collection through tax law compliance inspections)...

Mr. Nguyen Viet Hung - Deputy Head of Vinh Tax Department said: The reason for the increase in debt is because VAT collected old debt but new debt arose. Enterprises operating in the construction sector have not received investment capital from the State budget but have not yet applied for exemption from late payment, leading to prolonged tax debt; Tax-indebted business households are mainly transportation businesses, the assets are construction vehicles, not at the business household, causing difficulties in implementing the forced seizure of assets. Many enterprises and business households of Vinh City Tax Department have implemented all enforcement measures in accordance with the procedure but still cannot collect tax debt.
Debt increases are also due to policy mechanisms: Debts lasting more than 5 years, 10 years, debt cancellation applications are lost, incomplete and there is insufficient legal basis for debt cancellation and debt freezing proposals that have not been processed; Enterprises are dissolved or bankrupted not according to the law on dissolution and bankruptcy of enterprises, leading to difficulty in collecting debts.

In addition, there are some other reasons such as: Individuals and business households still owe taxes but have stopped operating, gone missing and the Tax authority has not yet determined whether the business still has assets to pay taxes or not; some businesses have gone bankrupt but have not completed all the procedures according to regulations so there is not enough basis to consider tax debt cancellation.
Previously, on June 29, the Vinh City Tax Department organized the enforcement of tax administrative decisions by seizing assets of households with tax arrears in Truong Thi Ward. They are Ms. Nguyen Mai Anh, a hairdressing and shampooing business; Ms. Nguyen Thanh Diep, a food service business; Ms. Bui Thi Hue, a grocery store business; and Ms. Nguyen Thi Doai, a car wash service business, with a total tax debt of over VND193.7 million. These are business households that have not fulfilled their tax obligations, have been slow to pay, and have tax arrears for a long time. |
