Implementing coordinated measures, the patrol team promptly stopped the vehicle and brought a number of subjects to the Vinh City Police headquarters. Here, the subjects initially confessed that most of them lived in Vinh City, a few in neighboring areas, all were between 15-20 years old, among them, there were subjects without a driver's license. Currently, the Traffic Police Team (Vinh City Police) continues to take statements from each subject to investigate and handle, as well as arrest the remaining subjects.
Then, on the same evening, the patrol team of the Traffic Police Team (Vinh City Police) continued to discover a group of young people riding 5 motorbikes without license plates, weaving around Ho Chi Minh Square (Vinh City). At the police station, the subjects declared their names as Nguyen Viet Hoang (born 2005), residing in block 11, Ben Thuy ward; Nguyen The Hoang (born 2004), residing in block 13, Dong Vinh ward and Tran Hung Tien (born 2004) residing in block 6, Trung Do ward, who were sitting in Nguyen The Hoang's car. Previously, on April 5, a photo appeared on social media of a group of young men riding motorbikes, without helmets, lining up on an urban road, some of the vehicles without license plates. According to the account owner, the photo was taken on a road in Vinh city.
Upon receiving the information, the Traffic Police Team (Vinh City Police) has begun to identify the vehicles and traffic violators. On April 7, the police initially identified and tracked down 4 motorbikes in the convoy of violators, including: Vehicle with license plate 37H4 - 9227 driven by Le Dinh Anh (born in 2003); vehicle with license plate 37S1 - 103.42, the driver's identity unknown, carrying a passenger named Nguyen Manh Hung (born in 2004); vehicle with license plate 37S1 - 106.01 driven by Nguyen Thai Phuong (born in 2005) and vehicle with license plate 37G1 - 571.83 driven by Nguyen Viet Anh (born in 2001). All of the above subjects reside in Cua Lo town.

According to officers of the Traffic Police Team (Vinh City Police), although the subjects reside in many different areas, they all gather in Vinh City and organize into groups to travel. Accordingly, the routes where the subjects often gather are the city center routes such as Le Mao, Tran Phu, Truong Thi, Ho Tung Mau...
The operating hours of these subjects are often not fixed, some days after 4pm, some days after 9pm... They often gather over a dozen vehicles, mostly in groups of 2 or 3, without helmets, racing side by side, honking loudly, then revving their engines, for a short distance, then switching to another route. The vehicles are mainly Wave and Sirius motorbikes, almost all of which are new, most of which do not have license plates or rearview mirrors.

The reason for this situation is due to the limited awareness of legal regulations among young people; lack of attention and education from family and school.
Not to mention, in the past few days, the whole country has been implementing social distancing according to Directive 16. Taking advantage of the school break and lack of family supervision, young people have created groups on social networks and made appointments to gather in Vinh City to form groups to run around the streets. It is worth mentioning that while in the past, these gatherings were usually attended by children from well-off families, now they appear in all circumstances and backgrounds, with ages ranging from 15 to 20.
It is known that the situation of young people riding motorbikes at high speed, weaving and swerving on the road, causing disorder in traffic safety and endangering road users, appeared in mid-2019. At that time, Vinh City Police had made a plan and received approval from the Provincial Police leaders to allow the special patrol force, interdisciplinary 212, to carry out the campaign.
Vinh City Police have deployed an interdisciplinary force including Criminal Police, Traffic Police, and Traffic Police, using many measures, including public patrols combined with disguised patrols to detect and handle violators. During the patrol, the police arrested many violators. Among them, through professional measures, they have hotly pursued 9 subjects who concealed or removed their license plates, showing signs of gathering to race, weave, and swerve on the road. However, after a while, this situation has resurfaced.

The Commander of the Traffic Police Team (Vinh City Police) said: Based on existing experience, we will deploy to review the area, focus on checking, handling, and promptly suppressing subjects, especially the ringleaders, to end this situation in order to restore peace and safety to the streets.
But with this behavior, we must also be very careful. Because there are many cases where if the traffic police force resolutely pursues, it will lead to danger for the subject himself, as well as other traffic participants, and unexpected incidents may occur. Therefore, we must use other professional handling measures, such as recording the vehicle number, identifying the violator, etc.
Acts of driving a motorbike without a helmet, not obeying traffic lights, not having a rearview mirror, not having a driving license, and driving in a row of three or more vehicles abreast... need to be strictly handled for propaganda, education and deterrence.
In addition to the basis of Decree No. 100/2019/ND-CP dated December 30, 2019 regulating administrative sanctions for violations in the field of road and railway traffic, currently, during the implementation of Directive 16 of the Prime Minister (from April 1 to 15), this group of subjects may be subject to violations according to Point c, Clause 4, Article 11, Decree 176/2013/ND-CP dated March 14, 2013 of the Government: Fine from VND 5,000,000 to VND 10,000,000 for not implementing the decision to apply measures to limit mass gatherings,...
It can be seen that the sanctions for the above acts are quite strict. However, to completely put an end to them, in addition to the mobilization of functional forces, it is necessary to have the active participation of families, schools, and local authorities in educating and managing children, especially at a time when the school break for students will continue due to the complicated developments of the Covid-19 epidemic as it is now.
