Another issue that the city’s residents are concerned about is the conversion of sidewalks into parking lots. This issue was raised in March 2017 before the sidewalk clearance campaign began. However, due to funding issues, it has not yet been implemented.
The Vinh Urban Management Department has worked with agencies, offices, and large enterprises and found that all units have a need to dig up the sidewalk to make parking lots. Officers and employees of some offices and hospitals in the area were very happy when they learned that their offices were allowed to dig up the sidewalk to make parking lots. Currently, there are 12 units in the city that have a need to lower the sidewalk to make parking lots, such as: Vinh City General Hospital, Vietcombank Nghe An Branch, Vinh City Tax Department, Nghe An Import-Export Joint Stock Company, Cua Nam Ward People's Committee, Provincial Social Insurance, Nghe An City Tourism Joint Stock Company, Border Guard Command, Big C Supermarket, Department of Natural Resources and Environment...
Someone said: For the past month, there has been a concern that everyone wants to go to work early to compete for a parking space on the street in front of the office. If they arrive late, there will be no parking space, they have to travel very far, or park in a very sunny place... Currently, many offices have requested the city to dig up the sidewalk in front of their headquarters to park. However, the city also needs to consider this issue, because if everywhere the sidewalk is dug up into a parking lot, the entire street will be a parking lot, the sidewalk will be messy and pedestrians will not have a sidewalk to walk on.

In the near future, the city will also install cameras to monitor the streets. The cameras will detect non-compliance with traffic light signals; driving on the wrong side of the road, road construction, stopping, and parking in violation of regulations; driving at/below the speed limit, driving in the opposite direction, and overtaking in cases where overtaking is prohibited. The cameras can detect violations and recognize license plates well in bad weather, rain, wind, fog, etc.
Mr. Le Sy Chien - Vice Chairman of Vinh City People's Committee said: Scattered sidewalk parking is currently facing funding issues. And based on the proposals of some offices, the city will draw parking lines on the sidewalks at specific locations that need parking spaces, and at the same time, lower the curbs to create parking lots, and if the cost of lowering the curbs is for businesses, these businesses will be responsible for paying.
