Vinh City fines business households for not ensuring fire prevention and fighting

The People's Committee of Ben Thuy Ward, Vinh City has drawn up a record of administrative fines for a household whose house is combined with a business that does not ensure fire prevention and fighting in the area.

Accordingly, the working group of Ben Thuy ward including the ward People's Committee and the ward police have inspected high-rise boarding houses and houses combined with business in the area in the past time. On June 12, the working group inspected the household of Mr. NLK, residing in block 10, Ben Thuy ward, Vinh city.

The inspection process showed that this household used the house in combination with the business of selling shoes and fashion handbags. Family members and employees at the store did not understand the regulations and techniques of fire prevention and fighting (PCCC) because they had not been trained by the owner. In addition, the goods here were displayed in a messy and unscientific manner, affecting the escape route as well as increasing the risk of fire spreading if a fire occurred.

Ben Thuy Ward issued an administrative penalty decision on June 17 against Mr. NLK's household as stipulated in Clause 3, Article 46, Decree 144/2021/ND-CP dated December 31, 2021 for the act of "Not organizing training and fostering professional skills in fire prevention and fighting, rescue and salvage as prescribed", with a fine of VND 1,500,000 to VND 3,000,000 for individuals. At the same time, the business owner was required to rearrange goods scientifically as well as increase propaganda and foster knowledge of fire prevention and fighting for all store employees.

It is known that in Ben Thuy ward, there are currently over 500 business households, many of which are combined with residential businesses, and Mr. NLK's household is the first case to be punished in the area. In the coming time, the authorities will continue to strengthen inspections to strictly handle establishments that do not comply with fire prevention and fighting regulations.

Regarding high-rise boarding houses in the area, Ben Thuy ward is currently the locality with the largest number of boarding houses in Vinh city with 499 boarding house households with 62 establishments having boarding houses of 2 floors or more. Through the survey, the boarding houses have basically opened fire exits, 4 households have asked the ward People's Committee for permission to open a second fire exit.

However, the general situation of the current boarding houses still has many shortcomings. The equipment of fire fighting equipment such as fire extinguishers, gas masks, escape ropes... is still quite sketchy, the entrances are narrow, many motorbikes and objects, furniture block the exits. Therefore, the risk of fire and explosion still exists, especially in the hot season.

Most recently, on June 16, a fire broke out at 207 Dinh Cong Ha, Dinh Cong Ward, Hoang Mai District, Hanoi, killing 4 people. This is a type of house combined with business, with floors 1 to 3 used to sell construction materials and electrical and water appliances.
