Leaders have not done well the solidarity of the Party committee, have not ensured the good implementation of the Party's principles, or leaders of both the Party and the government have made decisions that are contrary to the regulations of the Party and the State," said Mr. Nhan.

"The Party Committee and the Standing Committee of the City Party Committee know all the violations, but they have not fought properly on their own, so the violations have continued, leading to individual discipline and in some cases, collective discipline," said the head of the City Party Committee.

According to Mr. Nhan, this must be overcome by 2018. The fighting spirit of the Party Committee, especially the Standing Committee, is extremely important.

"This is one of the few years that many cadres under the management of the City Party Committee have been subject to disciplinary action," said Mr. Nhan.

Mr. Nguyen Thien Nhan said that this conference will issue a resolution on implementing the National Assembly resolution on piloting special mechanisms for Ho Chi Minh City.

According to Mr. Nhan, the resolution allowing Ho Chi Minh City to pilot a special mechanism is of great significance to the city.

“This is a breakthrough innovation in mechanism for the development of Ho Chi Minh City. We have 3 more years to figure out how to apply this mechanism to develop the city most effectively, creating greater accelerated development,” said Secretary Nhan.
