(Baonghean.vn) - On the morning of December 4, under the chairmanship of comrade Nguyen Xuan Son - Deputy Secretary of the Provincial Party Committee, Vice Chairman of the Provincial People's Council, the Standing Committee of the Provincial People's Council conducted an examination of the report on the socio-economic situation in 2015, the socio-economic development plan in 2016; and the presentation on the 5-year socio-economic development plan 2016 - 2020.

Examination of the socio-economic situation in 2015 shows that the economic growth rate continued to increase by 6.77% compared to 2014. The economic structure shifted in a positive direction, with agriculture decreasing to 24.2%; industry and construction increasing to 32.5%; and services increasing to 43.3%.

In terms of investment attraction, in addition to the total number of projects and total capital attracted in the year, the important thing is that there is a strong shift in the investment attraction structure with many production projects, creating sustainable development; many branded investors, creating motivation and influence to attract other businesses to invest, typically the VSIP project.

Comrade Le Xuan Dai - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee affirmed that the socio-economic situation in 2015 continued to have strong development.

However, some indicators on GDP growth rate, service production value, economic structure, and national standard school rate have not met the set plan. Some industrial products are difficult to sell, insurance and tax arrears are still high. Market management and environmental pollution are limited...

At the review, the Standing Committee of the Provincial People's Council also contributed comments on the 2016 socio-economic development plan; the submission and draft resolution on the 5-year socio-economic development plan 2016 - 2020.

Deputy Head of the Culture - Social Committee of the Provincial People's Council Ton Thi Cam Ha suggested not to focus on the rate of schools meeting national standards but to focus on improving the quality of national standard schools.

According to some opinions, to ensure the successful implementation of Resolution 26 of the Politburo and the Resolution of the 18th Provincial Party Congress, in the coming time, it is necessary to focus on resolving the existing limitations, including paying attention to reforming administrative procedures, especially removing bottlenecks from "small locks" after "one-stop shop" and "one-stop shop"; this is a huge obstacle in the development process.

Focus on resources to ensure high feasibility of plans, targets and tasks. At the same time, overcome a series of problems: removing difficulties for businesses; illegal exploitation of resources; environmental pollution; tax debt, tax loss; food safety and hygiene...

Comrade Pham Anh Tuan - Chairman of the Provincial Federation of Labor said that it is necessary to remove bottlenecks at the "small locks" after "1-door" and "1-door connection".

Concluding the review, Comrade Nguyen Xuan Son - Deputy Secretary of the Provincial Party Committee, Vice Chairman of the Provincial People's Council highly agreed with the reports, submissions and draft resolutions on socio-economic issues submitted by the Provincial People's Committee. At the same time, he emphasized that the goals, targets and tasks set for 2016 - the first year of implementing the Resolution of the 18th Provincial Party Congress and the entire period of 2016 - 2020 are very high.

Therefore, it is necessary to focus on proposing more specific and drastic solutions at a faster and higher speed. In particular, focusing on solutions to increase budget revenue in the first year of the term; solutions to remove difficulties for enterprises, promote production and business; and innovate thinking and perception to ensure effective integration.
