Discussion at the hall: 'Hot' issues of apartment planning and outstanding debts in basic construction

Attending the meeting were comrades: Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Deputy Secretaries of the Provincial Party Committee: Nguyen Van Thong; Le Quang Huy. Also attending were comrade Ha Tan Tien - Deputy Commander of Military Region IV; National Assembly deputies of Nghe An province; comrades in the Standing Committee of the Provincial Party Committee, Standing Committee of the People's Council, People's Committee, and Provincial Fatherland Front Committee; representatives of provincial departments, branches, and district leaders. Before entering the discussion session in the hall, the meeting listened to the representative of the meeting secretary, Mr. Vuong Quang Minh - Vice Chairman of the Provincial Fatherland Front Committee read a report summarizing the opinions of the group discussion session on the afternoon of July 11.
Specifically, in 8 discussion groups, 72 delegates spoke with 81 opinions, focusing on the socio-economic situation in the first 6 months of the year, tasks and solutions for the last 6 months of 2017; draft resolutions submitted to the session; the management work of the Provincial People's Committee, as well as problems, difficulties and inadequacies that reality is posing.

Raising the issue at the discussion session in the hall, the chair of the meeting, Comrade Cao Thi Hien - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Council, emphasized: In the first 6 months of the year, despite difficult conditions, the province's economic growth rate still reached 6.9%. However, compared to the annual growth target of 8 - 9%, it requires great efforts with drastic and clear direction and management of all levels and sectors.
Therefore, it is recommended that the provincial People's Council delegates focus on discussing solutions for the last 6 months of the year along with the draft Resolutions submitted at the meeting, contributing to promoting socio-economic development.

With a democratic, enthusiastic and responsible spirit, the discussion session in the hall had 17 delegates of the Provincial People's Council raise many issues. Delegate Tran Xuan Quang (Nghi Loc) said that the province's current cement support policy is "leveling" a common level between communes with large and small areas and population size, which is not appropriate and needs to be adjusted in the coming time.
Delegate Quang also suggested that the province should expand the subjects receiving cement support. In addition to communes registered to reach the NTM target, it is necessary to support communes implementing rural road construction.

Concerned about another issue, delegate Phan Thi Thanh Thuy (Thai Hoa) stated: The Northwest Nghe An Regional General Hospital is a hospital serving to protect and care for the health of people in the Northwest districts and has been decided by the Provincial People's Committee to invest in a scale of 250 beds since 2008. However, up to now, after 9 years, the project is still unfinished.
Meanwhile, the people's demand for medical examination and treatment is high, the average number of people coming for examination and treatment is 800 patients/day, sometimes even up to 1,000 people in the old hospital, with cramped and degraded facilities. Delegate Thuy requested the Provincial People's Committee and the Department of Health to focus capital on construction items to soon complete the new hospital project.

Regarding the planning of apartment complexes, the situation of many mini apartments springing up in the inner city; the quality and infrastructure in apartment complexes are inadequate such as no community center, children's playground, narrow parking lots, and the connection with the infrastructure around the apartment complexes is not really of concern to investors, delegate Ngo Thi Thu Hien (Vinh City) suggested that the province should pay attention to solving the problems that are arising.
Reflecting on the current situation of converting cooperative activities according to the Law on Cooperatives, delegate Hoang Nghia Hung (Nam Dan) said that cooperatives are still operating in the old and confused way and suggested that the Provincial People's Committee should provide specific directions and methods so that cooperatives can truly be the "midwives" for farmers, in the context that Nghe An's agriculture still accounts for a high proportion.
Delegate Hung also expressed concern about the current state of many degraded dams, such as Ba Khe Dam in Nam Loc Commune (Nam Dan), which was invested in for decades and threatens the safety of more than 500 households with thousands of people living at the foot of the dam during the rainy season. Therefore, he suggested that the province review the dam system in the province, and from there pay attention to allocating and prioritizing resources to upgrade weak dams.

Raising concerns of construction enterprises about the current situation when enterprises owe the State, the State calculates late payment interest, even imposes penalties, while the State owes enterprises but there is no clear mechanism, delegate Thai Thi An Chung (Tan Ky) suggested that the Provincial People's Committee pay attention to arranging sources to pay off outstanding debts for basic construction, removing difficulties for construction enterprises.
Delegate Chung was also concerned about the number of resolutions issued by the Provincial People's Council in the 2011-2016 term, which was 204 resolutions that are still in effect and from the beginning of the 2016-2021 term to now, it is 56 resolutions. However, in the reports of the Provincial People's Committee presented at the meeting, there was no attention paid to the assessment of the implementation of the resolutions issued by the Provincial People's Council, what was achieved and what was not achieved, and the difficulties and obstacles arising in the process of implementing the resolutions.
The Provincial People's Committee needs to pay more attention to this issue and the Provincial People's Council also needs to strengthen supervision and monitoring of the implementation of the Resolution issued in practice, ensuring the effectiveness and efficiency of the Resolution after issuance.

In the discussion session at the hall this morning, the provincial People's Council delegates also discussed many issues related to the reason why Nghe An's administrative reform index dropped 17 places compared to 2015; solutions to clear traffic safety corridors to avoid the situation of "throwing stones at duckweed ponds"; the issue of revenue and expenditure of funds and fees in residential areas, socialization in education; policies for villages and hamlets with difficulties in building new rural areas; solutions to strengthen prevention and combat of all kinds of crimes...
During the discussion session at the conference hall, Standing Vice Chairman of the Provincial People's Committee Le Xuan Dai and leaders of the departments and branches: Construction, Finance, Education, Planning - Investment; Home Affairs, Provincial Police and the Provincial Ethnic Committee also directly explained many issues that the Provincial People's Council delegates had focused on discussing in groups during the group discussion session on the afternoon of July 11 as well as the issues raised by the Provincial People's Council delegates at the discussion session at the conference hall this morning.
Specifically, these are planning work as well as shortcomings in planning apartment buildings in Vinh city; collection of fees and socialized collection; administrative reform; solutions for socio-economic indicators in the first 6 months of the year, especially economic growth rate; public investment; outstanding debts in basic construction; crime situation and clearance of traffic safety corridors...
This afternoon, the meeting entered the question and answer session for 2 sectors: Agriculture - Rural Development and Labor, War Invalids and Social Affairs on the shortcomings in agriculture, vocational training and job creation. Nghe An Newspaper will update in the next news./.
