Reduce pressure on teachers
Class 3A, Ngoc Son Primary School (Thanh Chuong District) has less than 30 students. However, since implementing the assessment according to Circular 30, teacher Le Thi Thanh Huong needs more time to comment and evaluate students. She also shared that, in the past, when first implementing the assessment, most teachers were "afraid" because they had to change a long-standing grading habit.
In addition, according to many other teachers, in addition to commenting and evaluating students' work, teachers following Circular 30 have to keep a lot of records. Meanwhile, primary school teachers often have to take on many subjects, which affects their teaching.
Many parents and students expressed concern that the school only evaluated their children as "completed" or "incomplete" while previous evaluations had specific scores and comments.
To overcome the above limitations, according to the new regulations in Circular 22, the education quality monitoring book will be replaced by a summary table of education assessment results, and there will be no rigid regulations on any type of book used in the student assessment process. Teachers are given the autonomy to monitor students' progress, take notes with students who are "incomplete" or have outstanding abilities to grasp information themselves and use it when needed. |
Discussing this, teacher Le Thi Hong Hanh - Principal of Ngoc Son Primary School also said: Circular 22 allows teachers to flexibly give comments after class by writing in students' notebooks or giving comments verbally. This fundamental change will help teachers be more convenient when evaluating students, and have more time to pay attention to supporting students during the teaching and learning process.

Expressing her agreement with the amendments and supplements in Circular 22, teacher Ngo Thi Huong - Dien Ky Primary School (Dien Chau) shared: I am very interested in changing the "education quality monitoring" book to the "summary of education assessment results" of the class. In my opinion, this is a scientific and reasonable way, helping teachers spend more time caring for and guiding students in class, instead of worrying about recording all the comments in the book.
Realistic assessment
One of the previous shortcomings in Circular 30 was the assessment and classification of students. In fact, due to the lack of clear guidance, there were many problems in the assessment of primary school students, even a state of "chaos" in rewarding students at the end of the school year. In addition, the assessment of "completed" and "incomplete" students, according to many opinions, was too qualitative, not arousing the spirit of striving and effort of students.
From these shortcomings, Circular 22 will overcome with 3 levels of assessment: "Good completion", "completed" and "incomplete". Thanks to that, the results of students' efforts will be more clearly recognized, parents will have a better grasp of their children's level of achievement. The assessment process will be carried out by teachers in the middle of each semester, at the end of each semester, which will help teachers have a basis for more realistic assessment and see the progress of each student. At the same time, it will help students realize what they lack compared to the standards of knowledge, skills or requirements, lesson objectives so that both teachers and students can adjust teaching and learning activities.

According to Mr. Ho Van Long - Principal of Son Hai Primary School (Quynh Luu), after 2 years of implementation, teachers have become familiar with giving comments and assessments to students instead of grading and in fact, there are many positive aspects. Circular 22 was issued, still promoting the above advantages and has adjustments that allow teachers to flexibly give comments after class by writing in students' notebooks or giving comments verbally. This both encourages students to study and monitors students on each lesson progress, but also avoids teachers taking too many notes.
In fact, teachers do not necessarily need to write comments regularly if the student has not made any special changes. Or if there are sensitive issues, teachers can contact and discuss privately with parents verbally, instead of writing directly in the student's notebook, to avoid hurting and psychological pressure for the students.
Teacher Nguyen Tien Minh - Principal of Nghi Tan Primary School (Cua Lo Town) said: After improving the old shortcomings, I believe that the new circular will come into life. By following the new circular, students will avoid competition and inferiority complex, and all students will have equal opportunities to study and improve.
Agreeing with these innovations, Mr. Nguyen Duc Vinh - Head of the Department of Education and Training of Anh Son district, said: The issuance of Circular 22, which stipulates student assessment records including transcripts and summary tables of educational assessment results of the class, has overcome and reduced the burden on teachers. In particular, the assessment of students at the end of the semester and the end of the school year on learning according to the levels of "well completed" - "completed" - "not completed"; on capacity and qualities at the levels of: "good" - "achieved" - "need to try" has become more specific and clear. With these 3 levels, teachers can more easily classify students, and parents' psychology will also grasp the level of their children to coordinate with the school to help them progress.
According to the plan, Circular 22 (evaluating primary school students according to 3 levels) will start to be implemented from November 6, 2016, the middle of the first semester of the 2016 - 2017 school year. In order to not cause confusion for students and teachers, Mr. Thai Huy Vinh, Deputy Director of the Nghe An Department of Education and Training said: As soon as the Ministry of Education and Training announced the revised Circular, the Department of Education and Training requested the departments to quickly disseminate it to schools for leaders and teachers to absorb. On the Department's side, we strongly agree with the timely adjustments that the Ministry of Education and Training has just made in order to make the assessment of students clearer and more specific, and to avoid confusion in comments. The Circular also clearly defines the tasks for each level, which will help teachers be more proactive in the implementation process. In addition, it is also necessary to see that Circular 22 actually amends and supplements Circular 30 to make it more reasonable. Therefore, applying it to the school year does not cause surprises but increases efficiency for teachers. |
