(Baonghean.vn) -Rules of the online contest "Learning about Traffic Safety Law" on Nghe An Province's Electronic Information Portal in 2015

(Issued with Decision No. 505d/QD-UBND-NC dated October 31, 2015 of Nghe An Provincial People's Committee)

I CONTESTANTS AND ELIGIBLE CANDIDATES

1. Contestants

Vietnamese and foreign organizations and individuals currently living, working, or studying in Nghe An province; for individuals aged 10 years or older; except for members of the Organizing Committee (OC), the Support Team, the Test Team, and technical staff in charge of the multiple-choice test software system.

2. Eligible candidates

- Eligible candidates to participate in the contest: are candidates who fill in all the information required by the Organizing Committee when registering to participate in the contest.

- Eligible candidates to receive the prize: Candidates who win the prize must present documents proving that they are candidates who participated in the test on the provincial portal, specifically: The information of the award recipient must match the information the candidate declared when registering to take the online multiple-choice test, including the following information: Full name, date of birth, gender, address, ... and documents proving that they are living, working, or studying in Nghe An province.

- In case the candidate who comes to receive the prize cannot prove that he/she participated in the exam, the Organizing Committee has the right to refuse to award the prize.

- In case the winner himself/herself cannot come to receive the prize, he/she can authorize another person to receive it on his/her behalf. The recipient must present the winner's documents to prove that the winner is the winner announced by the Organizing Committee, and have a Power of Attorney from the winner. The Power of Attorney must be certified by the winner's agency or unit or certified by the People's Committee of the commune where he/she resides.

II. EXAM FORMAT

Weekly multiple choice test on the provincial portal(www.nghean.gov.vn).Organized in 4 weeks, exam results are finalized once a week.

The contest organizers will post the set of questions and answers (260 questions) on the contest section "Learning about Traffic Safety Law" on the provincial portal before the contest date so that people have research materials before taking the exam (weekly exam questions will be taken from this set of questions).

1. Exam method

Each time a candidate logs in to take the exam, the computer will randomly select a set of 30 questions (in the set of 260 questions) for the candidate to answer (01 question will have from 02 to 04 answers, of which 01 is correct) and 01 additional question ("In your opinion, how many people answered all the questions correctly in this exam week?"); the candidate's test time is 15 minutes; each question is equivalent to 01 (one) point. The candidate performs the following steps to answer the questions of the Organizing Committee.

-Step 1:Access to the provincial IT portal(www.nghean.gov.vn), go to the section "Traffic Safety Law Competition", or go to the addressthiantoangiaothong.nghean.gov.vn

-Step 2:Register for a contest account: Fill in the required personal information, including:

+ Required information to be filled in includes: Username, password, full name of the contestant, date of birth, gender, residential address, place of study or work.

+ Optional information (if not available, do not fill in) includes: ID number, contact phone number, Email.

Each contest account can only be used 01 (one) time. When wanting to continue the contest, the contestant must register another contest account (repeat Step 2), but only need to change the information in the "Username" section to avoid duplication with the registered account, other sections (password, full name, date of birth, gender, residential address, place of study or work... must be kept the same to ensure the accuracy of the contestant's information).

-Step 3:Take the test: After successfully registering for a test account, candidates click on the “Take the test” button to start taking the test. Candidates answer the questions by choosing one option (considered correct by the candidate) from the options provided by the Organizing Committee. After each answer, candidates must click on the “Save answer” button to save the answer of that question and move on to another question. If they want to change the answer, candidates must return to that question, choose another answer and click on the “Save answer” button.

-Step 4:Predicting results: After finishing answering the questions, candidates will answer a sub-question to predict the number of people who answered all the questions correctly in that week in the section "How many people do you think answered all the questions correctly in this week?".

- Step 5:End of test: After predicting the number of correct answers, to complete the test, the candidate clicks on the "End test" button to complete the test. After clicking the end test button, the test results and the candidate's predicted number will be transferred to the Organizing Committee's database.

In case the candidate does not click the "End test" button, when the test time is up (15 minutes), the test results will still be transferred by the multiple-choice test software to the Organizing Committee's database.

In case the candidate runs out of time to complete the test (15 minutes), the computer will automatically stop the candidate's test, the candidate's test results will be transferred to the Organizing Committee's database and there will be a message "End of test time". The prediction number of this test will be set to 0 (zero).

2.Number of entries and award criteria:

- During each contest week, each person can participate multiple times, there is no limit to the number of times they can participate.

- BTC will base on statistics on the server to consider rewards, specifically:

+ The contestant who answers all questions correctly and has the correct or closest guess for the sub-question will win first prize. In turn, those who answer all questions correctly and have the next closest guess will be considered for second, third, and consolation prizes.

+ In case there are many candidates (2 or more) who answer all the questions correctly and have the same prediction number, the Organizing Committee will base on the time it takes the candidates to complete the test. The candidate who completes the test faster will be the winner.

+ In case there are many candidates (2 or more) who answer all the questions correctly, have the same number of predictions, and complete the exam in the same time, the Organizing Committee will base on the time the exam is sent to the Organizing Committee. The candidate who sends the exam to the Organizing Committee earlier in that exam week will be the winner.

+ In case there are many candidates (2 or more) with the same score, same time to complete the test, same time to submit the test to the Organizing Committee, the Organizing Committee will decide that those candidates will win the prize (equal rank).

- The candidate's prediction of the number of people who answered all questions correctly in a week of the exam, regardless of whether it is above or below the exact data of the Organizing Committee.

3.Weekly test time:

The weekly multiple choice test time is calculated from 10:00 am on Monday of this week and ends at 8:00 am on Monday of the following week (the time the Organizing Committee server receives the test and closes the time to receive the test each week).

III, CONTEST PRIZES:

1. Each week there are 16 prizes including:

-01 First Prize: Certificate of Merit from the Provincial People's Committee Chairman with a bonus of 2,000,000 VND.

- 02 Second Prizes: Certificate from the Organizing Committee and prize money of 1,500,000 VND.

-03 Third Prizes: Certificate from the Organizing Committee and prize money of 1,000,000 VND.

-10 Consolation prizes: Bonus of 500,000 VND.

2. In addition, the number of prizes may increase in case there are many candidates winning the same prize.

4. In a competition week, if a contestant wins multiple awards, he/she will only receive 01 (one) highest award.

5. For collective awards, in case a unit or organization has the same total number of entries over 4 weeks, the Organizing Committee will consider which unit has more awards or higher awards to decide which unit wins the award.

IV. RESOLVING PROPOSALS, COMPLAINTS AND ACCUSATIONS RELATED TO THE CONTEST RESULTS:

1. Within 7 days from the date the Organizing Committee announces the results on the provincial portal, if any individual or organization (for collective awards) has any suggestions, complaints or denunciations about the contest results, please contact the Department of Information and Communications (the standing agency of the Organizing Committee) directly for consideration and response; after the above deadline, the Organizing Committee will not resolve the matter.

2. Complaints and denunciations related to the contest will be resolved according to the provisions of these Rules and according to the provisions of law on complaints and denunciations.

V. ANNOUNCEMENT OF RESULTS AND AWARDING:

1. The contest organizers are responsible for announcing the results and organizing the award ceremony.

2. Weekly multiple-choice test results will be updated on the provincial portal no later than 02 (two) days from the end of the test week.

3. After 4 weeks of organizing the contest, the Organizing Committee will advise the Provincial People's Committee to organize a summary and award prizes to the winning individuals and groups. The summary and award schedule will be announced on the provincial portal (www.nghean.gov.vn) and directly notified to the winners by phone (or email or regular mail via postal service).

4. For the contestants (authorized persons) who come to receive the prize, the Contest Organizing Committee will base on the distance to support the round-trip fare and accommodation according to current regulations.

5. For contestants who cannot come to receive their prizes, the Organizing Committee will keep the prizes for 30 days from the date of the award ceremony. After the above deadline, if the contestant does not come to receive the prize or does not authorize another person to receive the prize on his/her behalf, the Organizing Committee will no longer award the prize and the prize will be confiscated to the state budget.

VI. IMPLEMENTATION ORGANIZATION:

1. Assign the Organizing Committee of the contest and related organizations and individuals to organize the implementation of these Rules.

2. During the implementation process, if there is any unreasonable point, the Organizing Committee of the contest will report to the Provincial People's Committee for consideration and appropriate amendment.
