313,707 more meritorious households receive housing support

The Government has just issued Resolution 63/NQ-CP on implementing housing support policies for people with revolutionary contributions according to Decision No. 22/2013/QD-TTg dated April 26, 2013 of the Prime Minister.

Specifically, the Government decided to continue implementing the housing support policy for people with revolutionary contributions in phase 2 according to the provisions of Decision No. 22/2013/QD-TTg dated April 26, 2013 of the Prime Minister.

Approved number of households receiving housing support in phase 2 is 313,707 households; additional funding from the central budget is about 840 billion VND (in addition to 7,300 billion VND already arranged).

The Government agrees in principle to handle some proposals from localities. Specifically, for households eligible for support but have not yet received funding from the State but have advanced funds to build new or repair houses, these households will be reimbursed immediately after receiving funding from the Central budget in 2017.

In the case of a person eligible for support but has died while his/her wife (or husband) is still alive, has a permanent residence and is living in that house, he/she will be supported according to the level prescribed in Decision No. 22/2013/QD-TTg dated April 26, 2013 of the Prime Minister to build new or repair and renovate the house.

In cases where both the meritorious person and his/her spouse are deceased and their children are currently living in that house, the localities shall review each case in detail. If their children are really having difficulties with housing, the People's Committees of the provinces and centrally-run cities shall proactively arrange funds from the local budget and other sources to provide support; and at the same time, report the support results to the Ministry of Construction.

For cases of meritorious people eligible for housing support arising beyond the data verified by the Ministry of Labor, War Invalids and Social Affairs as of May 31, 2017, localities are responsible for proactively arranging from the annual local budget and other support funding sources from individuals, organizations and unions to implement support according to the provisions of Decision No. 22/2013/QD-TTg dated April 26, 2013 of the Prime Minister.

In cases eligible for support but changing the form of support from new construction to repair or vice versa without generating additional funding from the central budget approved for the locality, it is allowed to continue implementation; in other cases, the locality balances the funding from the local annual budget or mobilizes contributions from other organizations, unions and individuals to implement support.

The Government assigned the Ministry of Planning and Investment to preside over and coordinate with the Ministry of Finance to allocate all support capital from the central budget (100%) to support housing for households with meritorious services to the revolution in phase 2 according to Decision No. 22/2013/QD-TTg dated April 26, 2013 of the Prime Minister (according to data reviewed by the Ministry of Labor - Invalids and Social Affairs); based on the approved Project and support plan of localities, propose capital advance to completely complete the implementation of housing support for meritorious services people within 02 years (2017 - 2018).

Assign the People's Committees of provinces and centrally run cities to base on the regulations on priority order as guided in Circular No. 09/TT-BXD dated July 1, 2013 of the Ministry of Construction to proactively determine priority subjects for arranging support funds in accordance with local realities; for localities that are able to advance funds from the local budget to implement support for completing phase 2 of Decision No. 22/2013/QD-TTg dated April 26, 2013 of the Prime Minister in 2017, they shall proactively balance and arrange support funds.

In addition, support must be implemented in a public, transparent, and in accordance with regulations, to the right subjects, and in the right forms of support that have been approved and reviewed as of May 31, 2017; support policies must be integrated and supported by organizations and individuals to improve the quality of housing for people with revolutionary contributions.

Carry out well the work of acceptance of completed construction and repair of houses in accordance with regulations; strengthen the inspection and examination of the implementation of support policies according to Decision No. 22/2013/QD-TTg dated April 26, 2013 of the Prime Minister, prevent and strictly handle signs of policy exploitation.

According to Decision 22/2013/QD-TTg dated April 26, 2013 of the Prime Minister, people with revolutionary contributions are supported with 20-40 million VND to repair and build new houses.
