An additional 313,707 families of war veterans received housing support.
The government has just issued Resolution 63/NQ-CP on the implementation of housing support policies for people with meritorious services to the revolution, in accordance with Decision No. 22/2013/QĐ-TTg dated April 26, 2013, of the Prime Minister.

Specifically, the Government has decided to continue implementing the housing support policy for people who have rendered meritorious services to the revolution, phase 2, as stipulated in Decision No. 22/2013/QD-TTg dated April 26, 2013, of the Prime Minister.
The number of households approved for housing support in phase 2 is 313,707; additional funding from the central government budget is needed, approximately 840 billion VND (in addition to the 7,300 billion VND already allocated).
The government has agreed in principle to address several proposals from localities. Specifically, for households eligible for support but which have not yet received state funding and have instead advanced funds for new construction or house repairs, the funds will be reimbursed immediately upon allocation from the central budget in 2017.
For cases where the deceased is eligible for support but their spouse is still alive, has permanent residence registration, and is currently residing in the house, they will receive support at the rate stipulated in Decision No. 22/2013/QD-TTg dated April 26, 2013, of the Prime Minister to build a new house or repair and renovate the existing house.
For cases eligible for support where both the war veteran and their spouse have passed away, and their children are currently living in the house, local authorities should review each case specifically. If the children are genuinely facing housing difficulties, the People's Committees of provinces and centrally-governed cities should proactively allocate funds from the local budget and other sources to provide support; and simultaneously report the results of the support to the Ministry of Construction.
For cases of war veterans eligible for housing support that arise beyond the figures verified by the Ministry of Labour, Invalids and Social Affairs as of May 31, 2017, localities are responsible for proactively allocating funds from their annual budgets and other sources of support from individuals, organizations, and associations to provide assistance in accordance with Decision No. 22/2013/QD-TTg dated April 26, 2013, of the Prime Minister.
For cases eligible for support but where the form of support is changed from new construction to repair or vice versa without incurring additional costs from the central government budget already approved for the locality, the project may continue; in other cases, the locality shall balance the funds from its annual budget or mobilize contributions from other organizations, associations, and individuals to provide support.
The Government assigns the Ministry of Planning and Investment to preside over and coordinate with the Ministry of Finance in allocating the entire amount of support capital from the central budget (100%) to support housing for families with meritorious services to the revolution in phase 2 according to Decision No. 22/2013/QD-TTg dated April 26, 2013 of the Prime Minister (based on data verified by the Ministry of Labor, War Invalids and Social Affairs); based on the approved support projects and plans of localities, propose advance funding to complete the implementation of housing support for people with meritorious services within 2 years (2017 - 2018).
The People's Committees of provinces and centrally-administered cities are tasked with proactively identifying priority recipients for financial support based on the regulations on priority order as guided by Circular No. 09/TT-BXD dated July 1, 2013, of the Ministry of Construction, in accordance with the local reality. For localities capable of advancing funds from their local budgets to complete phase 2 of Decision No. 22/2013/QĐ-TTg dated April 26, 2013, of the Prime Minister in 2017, they should proactively balance and allocate the necessary funds.
In addition, support must be provided in a public, transparent, and lawful manner, targeting the correct beneficiaries and in the correct forms as approved and verified up to May 31, 2017; integrating support policies and the participation of organizations and individuals to improve the quality of housing for people who have rendered meritorious services to the revolution.
Ensure proper acceptance of completed housing construction and repair projects in accordance with regulations; strengthen inspection and supervision of the implementation of support policies under Decision No. 22/2013/QD-TTg dated April 26, 2013, of the Prime Minister, and prevent and strictly handle any instances of policy abuse.
According to Decision 22/2013/QD-TTg dated April 26, 2013, of the Prime Minister, people who have rendered meritorious services to the revolution are entitled to support of 20-40 million VND for repairing or rebuilding their houses. |
