The Bac Kan Provincial Party Committee's Inspection Commission disciplined the Deputy Director of the Department of Science and Technology and the Deputy Head of the Environmental Police Department, Bac Kan Provincial Police.

Recently, the Bac Kan Provincial Party Committee's Inspection Commission held its 14th meeting to review and conclude a number of contents; including concluding an inspection when there were signs of violations against individuals related to the management and use of funds at Ba Be National Park and reviewing and disciplining a number of violating party members.

The Bac Kan Provincial Party Committee's Inspection Commission concluded: Mr. Nong The Dien, Deputy Director of the Department of Science and Technology (KH&CN), former Director of the National Park and Director of the Center for Environmental Education and Forest Environmental Services, Ba Be National Park, Party member of the Department of Science and Technology Party Cell of Bac Kan province, had shortcomings and violations: During his tenure as Director of the National Park and Director of the Center for Environmental Education and Forest Environmental Services, Ba Be National Park (from January 2012 to May 2013), he did not direct the development of internal spending regulations of the Center for Environmental Education and Forest Environmental Services; allowed the Center to not collect room fees for certain subjects without the approval of competent authorities; allowed subordinates under his direct charge to collect room fees but did not pay them into the agency's fund, and left them off the books for other activities of the unit in violation of State regulations, causing serious consequences. Mr. Nong The Dien violated Article 8, Regulation No. 47, dated November 1, 2011 of the Central Executive Committee on what party members are not allowed to do, violated Point a, Clause 2, Article 29, Regulation No. 102, dated November 15, 2017 of the Politburo on disciplinary action against party members who violate.

Mr. Nong The Dien's violation is serious, reducing the prestige of himself and the Party organization and agency where he works.,to the extent of having to enforce discipline in the form of a warning.

However, considering the nature, level, cause of the violation, based on the principles of handling party discipline and mitigating circumstances stipulated in Article 4, Regulation No. 102 of the Politburo on handling party members who violate the law, the Provincial Party Committee's Inspection Commission decided to discipline Mr. Nong The Dien with a reprimand.

Along with that, the Bac Kan Provincial Party Committee's Inspection Commission concluded: Mr. Pham Duc Toan, an official of the Organization - Administration Department, former Deputy Director of the Environmental Education and Forest Environmental Services Center under the Ba Be National Park Management Board, a member of Party Cell 1, Ba Be National Park Party Committee, had the following shortcomings and violations: During the period from January 2012 to May 2013, Mr. Pham Duc Toan, holding the position of Deputy Director of the Environmental Education and Forest Environmental Services Center under the Ba Be National Park Management Board, directly directed his subordinates to collect room service fees but did not pay them into the agency's fund, kept them off the books and spent them on other activities of the unit contrary to the State's regulations on economic management, causing serious consequences.

Mr. Pham Duc Toan violated Articles 8 and 9 of Regulation No. 47, dated November 1, 2011 of the Central Executive Committee stipulating what party members are not allowed to do; violated Point b, Clause 2, Article 29, Regulation No. 102, dated November 15, 2017 of the Politburo on disciplinary action against party members who violate.

Mr. Pham Duc Toan's violations are serious, reducing the prestige of himself and the Party organization and agency where he works.,to the extent that disciplinary action must be taken. Blame Senior Colonel Tran Minh Tam, Deputy Head of Environmental Police Department, Bac Kan Provincial Police.

The Bac Kan Provincial Party Committee's Inspection Commission considered disciplinary action against Lieutenant Colonel Tran Minh Tam, Deputy Head of the Environmental Police Department, Party member of the Environmental Police Department Party Cell under the Provincial Police Party Committee, former Deputy Head of Bac Kan City Police: During his tenure as Deputy Head of Bac Kan City Police, Mr. Tran Minh Tam was irresponsible in directing the investigation of the gambling case involving Truong Cong Tien and Mai Dac Chung, leading to investigators collecting evidence and consolidating records that were not rigorous enough to cause violations of the law, requiring the suspension of the investigation of the accused, public apology and compensation for damages.

Mr. Tran Minh Tam and other investigators involved in the case were disciplined by the Director of Bac Kan Provincial Police according to regulations.

Mr. Tran Minh Tam violated Article 8, Regulation No. 47, dated November 1, 2011 of the Central Executive Committee on what party members are not allowed to do; violated Point d, Clause 1, Article 30, Regulation No. 102, dated November 15, 2017 of the Politburo on disciplinary action against party members who violate the law. His violations have negatively affected the reputation of himself and the organization, agency, and unit where he lives and works.

Based on the principles of handling party discipline, considering the nature, level, cause of the violation and mitigating circumstances stipulated in Article 4, Regulation No. 102 of the Politburo on handling party members who violate discipline, the Provincial Party Committee's Inspection Commission decided to discipline Senior Colonel Tran Minh Tam with a reprimand./.
