National exams will remain stable until 2023
The method of organizing national exams will continue to be stable until the new general education program is fully applied (from 2019 to 2023).
In the report dated September 20, 2018 of the Ministry of Education and Training onNational high school exam, which includes directions and solutions for organizing exams in the coming years.
Specifically, on August 8, 2018, the Government issued Resolution No. 104/NQ-CP on the regular Government meeting in July 2018.

Implementing the Government's direction, the Ministry of Education and Training organized a preliminary review and assessment of the organization of the national high school exam and university and college admissions to promote the advantages of the exam in recent years and continue to improve it in the coming years.

On that basis, the method of organizationThe national high school exam will continue to be stable until the new general education program is fully applied (from 2019 to 2023).in accordance with the spirit of Resolution 63/2018/QH14.
Accordingly, the exam will be kept stable with the following basic contents:
- Regarding exam content and exam questions: Continue to build a question bank, improve the differentiation of exam questions according to the current general education program and gradually orientate according to the roadmap for implementing the new general education program.
- Regarding exams and subjects: In 2019 and 2020, the organization of exams will remain stable as in 2017; from 2021 onwards, exams and subjects will be designed step by step in accordance with the roadmap for implementing the new general education program; if conditions permit, a pilot program can be organized for candidates to take exams on computers.
Along with completing the exam, the Ministry of Education and Training will develop and announce the orientation for innovation in exams, recognition of high school graduation and university and college admissions in accordance with the new general education textbook program in the direction of increasing decentralization to localities and increasing the autonomy of higher education institutions in admissions.
