In the report dated September 20, 2018, from the Ministry of Education and Training regarding...The national high school graduation exam includes guidelines and solutions for organizing the exam in the coming years.
Specifically, on August 8, 2018, the Government issued Resolution No. 104/NQ-CP on the regular Government meeting in July 2018.
In this Resolution, the Government assigns the Ministry of Education and Training to continue gathering opinions from the public, experts, and scientists on the draft Law, especially regarding the organization of the national high school graduation examination…
Following the Government's directive, the Ministry of Education and Training is organizing a preliminary review and evaluation of the organization of the national high school graduation examination and university and college entrance examinations, aiming to build upon the strengths of the examinations in recent years and further improve them in the coming years.

Based on that, the organizational methodThe national high school graduation exam will remain stable until the new general education program is fully implemented (from 2019 to 2023).In accordance with the spirit of Resolution 63/2018/QH14.
Accordingly, the exam will remain stable with the following basic content:
- Regarding exam content and questions: Continue building the question bank, increasing the differentiation level of the exam questions according to the current general education program and gradually orienting it towards the roadmap for implementing the new general education program.
- Regarding exams and subjects: In 2019 and 2020, the organization of exams remained stable as in 2017; from 2021 onwards, the exams and subjects will be designed step by step to align with the implementation roadmap of the new general education program; if conditions permit, a pilot program for candidates to take exams on computers may be implemented.
Along with perfecting the examination system, the Ministry of Education and Training will develop and announce guidelines for reforming the high school graduation examination and university/college admissions process, in line with the new general education curriculum and textbooks, with a focus on increasing decentralization to localities and enhancing the autonomy of higher education institutions in admissions.
