Cua Lo Town: Instructions for people to do registration procedures for 4-wheel electric vehicles
(Baonghean.vn) - Preparing for the tourist season, Cua Lo town is currently guiding people on the procedures for registration and inspection of 4-wheel electric vehicles.
To implement Plan No. 02 (dated February 26, 2023) on managing business activities of 4-wheel electric vehicles carrying tourists in the area in 2023, the People's Committee of Cua Lo Town has assigned relevant departments, offices and units to guide the inspection and registration to issue operating licenses for these vehicles.
According to the above plan, to be allowed to operate, 4-wheel electric vehicles in Cua Lo town must have full documents such as: Factory quality inspection certificate; certificate of technical safety and environmental protection for imported specialized motorbikes issued by the Vietnam Register; invoices, financial documents or documents of purchase, sale, donation, and vehicle origin declaration according to regulations.
After having all the necessary documents, the electric vehicle must be registered and issued a license plate by the Cua Lo Town Police and certified by the inspection agency to meet technical safety standards and licensed by the Cua Lo Town People's Committee before it can operate.

In accordance with the issued plan, Cua Lo Town Police have assigned the police of the wards to proactively advise the Ward People's Committee to notify households of the time, location and related procedures and documents for registration. The subjects and registered vehicles are on the list of 558 electric vehicles that in 2022 Cua Lo Town Police had their frame numbers engraved, license plates issued and were granted operating licenses by the Town People's Committee.
Cua Lo Town Police have issued a document guiding the registration procedure so that people can carry it out quickly. Accordingly, when carrying out the registration procedure, people must declare the vehicle registration according to the form; provide vehicle documents (vehicle origin documents; documents related to vehicle ownership transfer; registration fee documents); vehicle owner documents. After having all the required documents, electric vehicles will be granted license plate 37HC (restricted), operating within the scope specified by the locality.

In addition, the inspection unit also issued a document guiding the inspection of 4-wheeled electric vehicles with engines to local authorities to inform the people. In addition to the necessary documents, electric vehicles must undergo inspection steps such as: checking the lighting system, brakes, tires... If they meet the standards of technical safety and environmental protection, they will be granted a circulation certificate.
However, in reality, of the 558 electric vehicles currently in Cua Lo Town, most of them were purchased many years ago, and people have lost many related documents. Not to mention, many old generation electric vehicles do not have a complete braking system according to the current technical safety standards, so it is very difficult to pass the inspection.
Therefore, many households have planned to order new electric vehicles in time for the 2023 tourist season. After people receive their new vehicles, relevant units will carry out registration and inspection procedures to issue licenses for the vehicles to operate.
Also related to improving the efficiency of electric vehicle management associated with building civilized tourism, on April 4 and 5, the People's Committee of Cua Lo Town conducted training on communication skills and behavior towards tourists for more than 400 electric vehicle drivers. After 2 training sessions, the drivers were allowed to take the test. The test results will be announced on April 8.
