(Baonghean.vn) - To protest the People's Committee of Cua Lo Town issuing a plan to manage business activities for 4-wheel electric vehicles, many parents of Nghi Thuy Primary School forced their children to stay home from school.

According to information from the Department of Education and Training of Cua Lo Town, today (March 30), about 50 students from Nghi Thuy Primary School were forced to stay home from school without reason by their parents and dragged to the gate of the People's Committee of Cua Lo Town to protest.Business management plan for 4-wheel electric vehicles carrying touristsin the area in 2023 that this locality is implementing. Of which, in the morning, 50 children were absent from school, in the afternoon, the number of children absent from school was 31.

Previously, due to the excessive development of 4-wheel electric vehicles participating in tourist transportation activities with a large number (558 vehicles), many of which have been used for a long time, causing traffic safety risks and affecting the safety of tourists, on December 26, 2022, the People's Committee of Cua Lo Town issued a management and business plan for 4-wheel electric vehicles. Accordingly, with the existing traffic infrastructure, the town only allows the arrangement of a maximum of 300 electric vehicles (a reduction of 258 vehicles compared to the current number).

By December 30, 2022, the People's Committee of Cua Lo Town issued Decision No. 3618/QD-UBND, promulgating the Regulations on the management of 4-wheel electric vehicles operating in business and transporting tourists in Cua Lo Town in 2023, along with implementing regulations. In addition, Cua Lo Town also issued a document guiding the roadmap for implementing the management of electric vehicles. At the same time, registration and inspection are limited to April 20, 2023. After the above deadline, vehicles that do not meet the requirements will not be allowed to operate.

However, 4-wheel electric vehicle businesses said that the People's Committee of Cua Lo Town issued a plan to manage 4-wheel electric vehicles while the tourist season was approaching, causing difficulties for businesses. On the morning of March 29, the Chairman of the People's Committee of Cua Lo Town also directly had a dialogue with households, and affirmed that the management of 4-wheel electric vehicles is to ensure strict implementation of Circular 15/2014/TT-BCA regulating vehicle registration of the Ministry of Public Security and Circular 86/2014/TT-BGTVT regulating conditions for 4-wheel motorized passenger vehicles and drivers participating in traffic within the limited scope of the Ministry of Transport. Not to mention, the reduction from 558 vehicles to 300 vehicles is also to meet the current traffic conditions in Cua Lo Town.

Despite being propagandized by the authorities and local governments, the above mentioned electric vehicle businesses still do not accept, deliberately attracting many people to gather in front of the local government gate to put pressure. Especially forcing students to drop out of school to participate.

According to Points 2 and 3, Article 26, Decree 130/2021/ND-CP, dated December 30, 2021 of the Government stipulating administrative sanctions for violations in the field of social protection, assistance and children, the act of obstructing children from going to school will be fined from 1,000,000 to 2,000,000 VND. In particular, the act of enticing, enticing, forcing children to drop out of school will be fined from 3,000,000 to 5,000,000 VND.

Mr. Phung Duc Nhan - Head of the Department of Education and Training of Cua Lo Town said that, in response to the information that many students of Nghi Thuy Primary School were forced to skip school to accompany their parents to the gate of the Town People's Committee to protest the management plan for 4-wheel electric vehicle business activities, the department also assigned teachers and the school's Board of Directors to mobilize parents not to hinder the children's learning.

"On the morning of March 30, according to statistics, 50 students at Nghi Thuy Primary School were absent from school to follow their parents, but by the afternoon, the number of students absent from school was only 31. If parents continue to force their children to stay home from school, in addition to violating the law, it will also greatly affect their studies," Mr. Nhan added./.
