(Baonghean.vn) - At around 11:00 a.m. on September 18, the interdisciplinary inspection team of the Provincial People's Committee conducted a surprise inspection at 8 specialized departments of the Hoang Mai Town People's Committee, recording 18 cases of absence, of which 6 civil servants were absent without clear reasons. The team also reminded that most civil servants were not wearing name tags at the time of the inspection.

Pursuant to Decision No. 5773/QD-UBND dated December 28, 2018 of the Provincial People's Committee Chairman and Decision No. 2553/QD-UBND dated July 8, 2019 of the Provincial People's Committee, on September 18, the interdisciplinary inspection team conducted an inspection of the compliance with discipline, administrative discipline and implementation of key tasks of the 2019 Administrative Reform year at the headquarters of the Hoang Mai Town People's Committee.

The delegation acknowledged that the People's Committee of Hoang Mai town had established a team to inspect and supervise discipline and administrative order in the area according to Decision No. 15/QD-UBND dated January 9, 2019 and had conducted inspections in 7/10 wards and communes under its management.

However, compliance with working hours has not been strictly observed. At the time of the unannounced inspection (11am on September 18), in addition to 12 officials and civil servants absent with reasons, there were still 6 officials and civil servants absent without clear reasons. These cases have been specifically listed. In addition, members of the inspection team directly reminded and corrected the situation of the majority of civil servants not wearing badges during working hours.

Highly appreciated the movement of Hoang Mai town in response to the 2019 Administrative Reform Year, specifically in the leadership and direction work, Official Dispatch No. 444 dated April 16, 2019, Official Dispatch No. 1037 dated July 25, 2019 on continuing to implement the tasks of the Administrative Reform Year, in the propaganda work, the slogan about the Administrative Reform Year was hung at the working headquarters of the Town People's Committee, and an inspection team on administrative reform was established in 2 localities, Mai Hung and Quynh Xuan.

Informing the inspection team, the representative of the Internal Affairs Department of the Town People's Committee said that there are currently 246 administrative procedures under the management of the unit, 100% of which are publicly listed at the one-stop department and on the electronic information portal. Up to now, 3 procedures in the land sector (accounting for 1.2%) have had their implementation time shortened; 20 level 3 online public services have been deployed on the online public service portal, but since the beginning of the year, no high-level online records have been received or processed.

On the same afternoon, the delegation conducted an unannounced inspection at the office of the People's Committee of Quynh Trang commune, Hoang Mai town. At the time of the inspection, the officials and civil servants strictly followed working hours (4/22 officials were absent with reasons), wore badges when on duty, and their desks were equipped with name tags. The People's Committee of the commune issued a yearly, monthly, and weekly work program for implementation; decided to stipulate the code of conduct for officials and civil servants...

However, the inspection team also noted some limitations: the commune has not arranged a separate citizen reception room, has not posted the citizen reception schedule of relevant officials and civil servants, the regular citizen reception time according to the work schedule is not consistent with the regulations and rules for citizen reception...

Regarding the implementation of the key tasks of the 2019 Administrative Reform Year, the Commune People's Committee has a plan to propagate, hang propaganda banners, self-inspect, and review administrative reforms, but has not yet issued a document to implement Directive No. 09/CT-UBND dated April 8, 2019 of the Provincial People's Committee.

These limitations were accepted by the commune leaders and they promised to overcome them as soon as possible.
