Notice of the Provincial Party Standing Committee on strengthening the prevention and control of Covid-19 epidemic

Recently, the Covid-19 epidemic situation has been very complicated, with an increasing trend, and has broken out again in many countries around the world, especially Southeast Asian countries that are close to and share borders with Vietnam. Nghe An has a long border, many crossroads, shortcuts; has an airport, seaport; a large number of people entering and exiting the country, so the possibility of the epidemic entering the area is very high. This is a time when the risk of the epidemic is higher than in previous times.

Pursuant to the Official Dispatch dated April 27, 2021 of the Standing Secretariat and the Official Dispatches and Directive Documents of the Prime Minister, on April 28, 2021, the Standing Committee of the Provincial Party Committee met to listen to the situation report and discuss the work of preventing and controlling the Covid-19 epidemic in the province. To prevent the risk of the epidemic entering and spreading, and continue to successfully implement the dual goal, the Standing Committee of the Provincial Party Committee requested Party committees at all levels, Party organizations, authorities, the Fatherland Front, and people's organizations to focus on leading, directing and organizing the implementation of the following key tasks:

1. Thoroughly grasp and widely disseminate among cadres, party members and people the guidelines of the Secretariat, the Prime Minister, the National Steering Committee for Covid-19 Prevention and Control, instructions of the Ministry of Health and directive documents of the Provincial Party Committee, the Provincial People's Committee, the Provincial Steering Committee for Covid-19 Prevention and Control, and instructions of specialized agencies. Absolutely do not be subjective or lose vigilance in epidemic prevention and control work, especially during the April 30 and May 1 holidays and prepare for and organize the election of deputies to the 15th National Assembly and People's Council deputies at all levels for the 2021-2026 term.

Heads of Party committees, authorities, heads of departments, branches, sectors, and agencies directly direct the implementation of epidemic prevention and control work in their localities and units; are responsible to the Provincial Party Standing Committee for epidemic prevention and control work in the area and scope of management.

2. Limit the organization of events and activities that gather large crowds that are not really urgent. Strictly implement epidemic prevention and control measures according to regulations during the organization of conferences of agencies and units.

3. The Provincial Party Committee's Propaganda Department shall preside over and coordinate with the Provincial Party Committee's Mass Mobilization Committee, the Fatherland Front and mass organizations to direct the implementation of a peak period of propaganda and mobilization on epidemic prevention and control, focusing on propaganda and warning officials and people not to be subjective and negligent in Covid-19 prevention and control; strictly implement the Ministry of Health's 5K requirements; promote Covid-19 vaccination; provide information and disseminate regulations so that people can proactively encourage relatives abroad not to enter the country illegally, and proactively report to authorities when detecting cases of illegal entry.

4. The Provincial People's Committee directs the health sector to take the lead in advising on the preparation of disease prevention plans, human resources, means, and materials ready to respond to all possible disease situations in the area; strictly implement the four-on-the-spot motto in disease prevention and control work; prepare plans to build regional command centers in case the epidemic develops complicatedly. Organize inspections and supervise the implementation of disease prevention and control measures, especially at medical facilities, quarantine areas, schools, production facilities, markets, supermarkets, airports, bus stations, crowded public places; on public transport; industrial parks, factories; tourist areas, hotels and accommodation establishments. Implement sanctions and strictly handle organizations and individuals who violate regulations on disease prevention and control.

5. The Provincial Military Command shall preside over the management and close supervision of quarantine facilities for entrants, prevent cross-infection in quarantine areas and spread of the epidemic to the community. Organize inspections, checks, and prepare all necessary means and human resources, ready to restart facilities to receive citizens entering the country for medical quarantine, ensuring safety, security and order. Prepare forces ready to perform tasks of participating in controlling the Covid-19 epidemic at border checkpoints on land and sea when required.

6. The Provincial Border Guard Command shall coordinate with forces to strengthen patrolling, monitoring, and strictly control border gates, crossings, land border shortcuts, seaports, and maritime control; strictly handle cases of illegal entry. Strengthen the management of entry and exit at border gates; create conditions for Vietnamese citizens to enter legally and strictly implement quarantine and epidemic prevention according to regulations. Review, report, and advise competent authorities to supplement and increase the number of teams, checkpoints, and forces controlling the Covid-19 epidemic at land and sea borders, ensuring effective epidemic prevention and control.

Preside over and propose plans to support Lao provinces in preventing and fighting the Covid-19 epidemic, especially provinces sharing borders with Nghe An, and report to the Provincial Steering Committee and the Provincial People's Committee.

7. The provincial police strengthen their control of the area and citizens returning from epidemic areas to the locality; strictly control the implementation of medical quarantine as assigned; strictly handle subjects organizing illegal immigration, subjects spreading false information, inciting panic among the people.

Requesting Party committees at all levels, Party organizations, agencies, units, cadres and Party members to thoroughly grasp and seriously implement the direction of the Provincial Party Standing Committee.
