Press release on the Politburo's working sessions with the Party Committees directly under the Central Committee

On September 5, the Central Party Office issued Document No. 13063-CV/VPTW to press agencies, a press release on the Politburo's working session (week 3, phase 2) with Party committees directly under the Central Committee.

According to the announcement, implementing Conclusion No. 79-KL/TW, dated June 16, 2020 of the Politburo, in the third week, phase 2, from August 31 to September 5, 2020, the Politburo worked collectively and continued to work in groups with 10 Party Committees directly under the Central Committee to give opinions on draft documents and personnel plans for the Party Committee before holding the Party Congress for the 2020-2025 term in the spirit ofDirective No. 35-CT/TW,May 30, 2019 of the Politburo.

The Politburo is led by comradeNguyen Phu Trong- The General Secretary and President chaired and worked with the Standing Committee of the Ho Chi Minh City Party Committee.

Group 1, chaired by Comrade Nguyen Xuan Phuc - Politburo member and Prime Minister, worked with Party Committees of provinces and cities: Hai Phong, Vinh Phuc, Quang Nam.

Group 2, chaired by Comrade Nguyen Thi Kim Ngan - Politburo member, National Assembly Chairwoman, worked with the Party Committees of the provinces: Dong Thap, Tien Giang, Soc Trang, Khanh Hoa, Vinh Long.

Group 3, chaired by comrade Tran Quoc Vuong - Politburo member, Standing member of the Secretariat, worked with the Thai Binh Provincial Party Committee.

Attending the working sessions were representatives of the Central Party Committees and the Central Party Office.

At the working sessions, after listening to representatives of provincial and municipal party committees presenting draft documents and personnel work plans for the 2020-2025 term, and comments from central committees, ministries and branches, comrades from the Politburo and Secretariat gave their comments on the party committees' documents.

Regarding the draft Political Report of the Party Committee and the draft Resolution to be submitted to the Party Congress, the Politburo and the Secretariat gave their opinions on important issues such as theme, structure; main assessment and comments; directions, goals, tasks, major solutions; basic contents of the Political Report included in the draft Resolution, major orientations stated in the draft Political Report to be submitted to the 13th National Party Congress that are directly related to the Party Committees.

Regarding the draft Report reviewing the leadership and direction of the Party Executive Committee, comments were mainly on the seriousness and combativeness in self-criticism and criticism of the Party Committee; on the content and methods of leadership; good experiences and new ways of leadership and direction of the Party Committee and especially the implementation of political tasks at the local level.

Regarding the Party Committee's personnel plan, give opinions on the personnel preparation process, the number of executive committees, standing committees and standards, especially the age structure, youth ratio, female ratio and re-election ratio.

The Politburo highly appreciated and commended the important and comprehensive results in all fields that the Party Committee, government and people of Ho Chi Minh City have achieved in the past 5 years. The economic growth rate is quite high, averaging 7.6% per year. Growth quality has been improved. The economic structure has shifted in the right direction, with industries with added value and high science and technology content accounting for an increasingly large proportion. The investment environment has been improved. Labor productivity is the highest in the country. The growth rate of state budget revenue in the period 2016 - 2020 reached 12.17%.

Every year, Ho Chi Minh City contributes an average of about 27% of the total national budget revenue and 22.7% of the national GDP. GRDP per capita reaches 6,600 USD. Political security, order and social safety are maintained. National defense posture and potential are strengthened. Foreign relations are increasingly expanded. The work of building the Party and the political system has new models and good practices; resolutely rearranging the organization of the political system in a streamlined direction, piloting a number of new models.

The Politburo and the Secretariat acknowledged and highly appreciated the efforts of the Party Committees, authorities and people of the provinces and cities of Hai Phong, Vinh Phuc, Quang Nam, Dong Thap, Tien Giang, Soc Trang, Khanh Hoa, Vinh Long, and Thai Binh; which have created a more comprehensive development in socio-economy, Party building and political system, ensuring national defense, security, order and social safety. At the same time, they analyzed the lessons learned from the construction and development practices of each locality in the past term.

Based on the concluding opinions of the conference chair and the opinions of the Politburo, Secretariat, Central committees, ministries, branches, and Party committees, we will continue to supplement and complete the draft documents and personnel work plan for the Congress to successfully organize the Party Congress for the 2020-2025 term.

As of September 5, 2020, the Politburo has worked with 37/67 Party Committees directly under the Central Committee. The work organization has been prepared seriously, thoughtfully, responsibly, thoroughly and well implemented by the Party Committees and relevant agencies in accordance with Directive No. 35-CT/TW of the Politburo and the regulations and instructions of the Central Committee.
