Approval of the draft Resolution of the Provincial Party Committee on administrative reform for the period 2021-2030

(Baonghean.vn) - According to the draft Resolution, by 2025, the Public Administration Reform Index (PAR index), the Public Administration Performance Index (PAPI), the Provincial Competitiveness Index (PCI) will be in the top 15; the Readiness Index for IT Development and Application (ICT-index) will be in the top 10 provinces and cities nationwide.

At the regular meeting of the Provincial People's Committee in July 2021 on the morning of July 23, the Provincial People's Committee approved the draft Resolution of the Provincial Party Executive Committee on promoting administrative reform in Nghe An province for the period 2021-2030.

According to the Report of the Party Committee of the Provincial People's Committee, in the period of 2011-2020, the sectors and levels of the province have paid attention to leadership and direction, so the administrative reform work of the province has made much progress. In recent years, according to the results announced by the Government's Steering Committee for Administrative Reform, the province's administrative reform index has increased in rank every year.

However, through the summary of the period 2011-2020, the administrative reform of the province still has many shortcomings and limitations that need to be addressed by leaders and directed to overcome. There are still cases of documents issued contrary to the provisions of the law. Administrative procedures in some areas are still complicated.

The quality of implementing the one-stop mechanism and the inter-connected one-stop mechanism in some agencies, units and localities has not improved much; administrative procedures are still slow. The work efficiency of a number of cadres, civil servants and public employees is low. The application of IT is not yet synchronous, and high-level public services are not effective.

The reasons for these shortcomings and limitations are: Some Party committees and authorities have not paid due attention to administrative reform. The heads of some agencies and units have not fully defined their responsibilities. Inspection, examination and supervision of task performance are not regular.

A number of cadres, civil servants and public employees have low professional qualifications and capacity, poor moral qualities and low sense of responsibility. To better implement administrative reform in the 2021-2030 period, there needs to be synchronous and drastic policies and solutions in leadership and direction of implementation.

From the above contents, it is necessary to develop and promulgate a Resolution of the Provincial Party Committee on promoting administrative reform in Nghe An province for the period 2021-2030. This task has been included in the Action Program to implement the Resolution of the 19th Provincial Party Congress.

According to the draft Resolution, the focus of administrative reform in the 2021-2030 period is: Administrative procedure reform; improving the quality of public services; building a team of professional, capable and qualified cadres, civil servants and public employees; building and developing e-government and digital government.

By 2025, strive to: Public Administration Reform Index (PAR index), Public Administration Performance Index (PAPI), Provincial Competitiveness Index (PCI) in the top 15; Readiness Index for IT Development and Application (ICT-index) in the top 10 provinces and cities nationwide. In the period of 2026-2030, strive to increase the rankings of the indexes compared to 2025.

To effectively implement the goals and requirements of administrative reform in the 2021-2030 period, the draft Resolution mentions 10 groups of tasks and solutions.

In particular, strengthening the role of Party committees at all levels, of Party secretaries at all levels in leadership of administrative reform work. Raising the sense of responsibility of heads of agencies and units at all levels in administrative reform work. Perfecting institutions, focusing on perfecting mechanisms and policies; strictly implementing legal regulations.

Promote administrative procedure reform, create convenience and reduce costs for individuals and organizations. Arrange the organizational structure to ensure smooth, effective and efficient operations of state agencies. Build and develop e-government and digital government; Build sanctions and regulations to handle violations.

Strengthen inspection, examination, supervision to promptly detect and handle violations, especially disciplinary inspection, administrative discipline, strictly handle corrupt, negative officials, civil servants, and public employees who cause trouble for people, businesses, and investors, and violate administrative regulations.

The Party Committee of the Provincial People's Committee will submit the Resolution to the Standing Committee of the Provincial Party Committee for consideration. After the Resolution is issued, the Provincial Party Committee will also assign direction and implementation of the tasks in the Resolution according to specific time frames.
