Efforts to complete the project

The investment project to build a traffic road connecting N5 Road from the Southeast Economic Zone to Hoa Son (Do Luong) with a length of 29.1km is designed according to the standards of a level III plain road, with a 12m wide roadbed and 11m wide road surface, with a total investment of 1,265 billion VND, and officially started construction in August 2015. The project is invested by the Nghe An Department of Transport; the project consultant is Nano Design and Construction Joint Stock Company, with the participation of 2 construction units: Hoa Hiep Company Limited and Tan Nam Joint Stock Company.

Route N5 connecting the Southeast Economic Zone to Hoa Son (Do Luong) is expected to become a traffic axis to develop the East-West economic corridor and create development momentum for the western districts of Nghe An province. Recognizing the importance of the project, in recent times, the investor and contractor have focused on speeding up the construction progress to put the project into operation soon. During the construction process, the project encountered many difficulties, especially capital. Up to now, although the items have been completed, the capital allocated to the construction unit is very little, due to lack of funds.

That is why the Department of Transport has made great efforts to call for and attract capital, and motivate contractors to complete this route. In addition, the weather is also a factor affecting the progress of the project. In the face of these difficulties, the leaders of the Department of Transport always closely follow the site, focusing on directing contractors to mobilize maximum machinery and human resources to complete the construction on schedule, ensuring quality and aesthetics.

Another difficulty is the site clearance work, because the construction of the road has affected agricultural land, residential land and property of hundreds of households. However, with the close direction of the provincial leaders, the participation of the two districts of Do Luong and Nghi Loc, and the mobilization of socio-political organizations to coordinate with the People's Committees of communes with affected land and the investor to propagate and mobilize households affected by the project to comply with policies on compensation and support for site clearance in accordance with the provisions of law.

All petitions and concerns of affected people are examined and considered based on legal regulations to prepare documents in accordance with regulations, ensuring the rights of households. In general, in localities where the project passes through, authorities at all levels, functional agencies and people have also made efforts to hand over the site to the construction unit.

With the high determination of the investor and contractors, after more than a year of construction, the project has been basically completed; the works have been completed and put into use, ensuring requirements.

Contribute to unlocking potential

Decision No. 620/QD-TTg dated May 12, 2015 of the Prime Minister approving the adjustment of the master plan for socio-economic development of Nghe An province to 2020 identifies the viewpoint of focusing on developing the Western Nghe An region. In order to exploit the potential of the Western region of the province, it is clear that the need for investment in developing the infrastructure system in general and transport infrastructure in particular is very necessary.

In that effort, the investment in the construction of the road project connecting N5 Road of the Southeast Economic Zone to Hoa Son - Do Luong and in the future connecting Tan Long - Tan Ky is being determined. This is an important route with great expectations for unleashing the potential of the Western region of the province. In particular, the route serving the Song Lam Cement Factory project demonstrates the efforts of the People's Committee of Nghe An province and the Department of Transport in connecting traffic infrastructure, creating the most favorable conditions for investors when choosing Nghe An as a destination.

After the project is completed, it will form a traffic route connecting the Southeast Economic Zone, Cua Lo Deep Water Port with the Western economic zone of the province. This is a vital traffic route, which will create a driving force for socio-economic development, ensure national defense and security for the Western Nghe An region, contribute to improving cargo capacity, serving the need to transport raw materials and products from industrial parks and factories in the Western districts of Nghe An province to the plain districts. In particular, the project will serve the transportation of cement for the Song Lam Cement Plant (Do Luong) with a capacity of 4 million tons/year and the Song Lam 2 Cement Plant (Anh Son) with a capacity of 0.6 million tons/year.

In addition, the N5 road connecting the Southeast Economic Zone to Hoa Son, Do Luong district, after being completed and put into use, will be an opportunity for people in the areas where this road passes through to have more jobs and income...; at the same time, it will contribute to gradually realizing the three major goals in developing Nghe An's transport infrastructure: international border gate, international airport and international seaport cluster; maximizing the capacity of Cua Lo port cluster to serve the socio-economic development goals of Nghe An and the entire North Central region.
