Revoke forest land use rights certificates of households and individuals who violate forest protection laws.
(Baonghean.vn) - Voters of Quy Chau and Que Phong districts requested the Provincial People's Committee to direct sectors and localities to strengthen management when allocating land and forests to limit deforestation.
The competent authority responded to this issue as follows:
Land allocation associated with forest allocation is a major policy of the Party and State to effectively use land and forest resources and ensure harmonious interests between the State and the people, contributing to hunger eradication and poverty reduction.
In the past time, the Provincial People's Committee has directed the Department of Agriculture and Rural Development to coordinate with the Department of Natural Resources and Environment to regularly urge, inspect and guide the People's Committees of districts, cities and towns to effectively implement land and forest allocation in the province.

However, recently in some districts, there has been a situation where people have arbitrarily cleared natural forests to plant forests, illegally transferred forest land, seriously violating the Law on Forest Protection and Development, including Que Phong and Quy Chau districts.
The Provincial People's Committee issued Official Dispatch No. 4952/UBND-NN dated July 5, 2017 on directing the inspection and handling of the revocation of forest land use right certificates for households and individuals violating the law on forest protection and development.
The Department of Agriculture and Rural Development has taken many measures to propagate and disseminate laws and strengthen law enforcement in forest management, protection and development, specifically: Advising the Provincial Party Standing Committee to issue Directive No. 03-CT/TU dated April 11, 2016 on strengthening the Party's leadership in forest management and protection in Nghe An province.

In addition, the Department of Agriculture and Rural Development has directed its affiliated units (Forestry Sub-Department, Forest Management Boards, Nature Reserves...) to closely coordinate with local authorities to direct villages and hamlets to develop and implement plans for effective management and use of forests and forest land.
The voters' recommendations are completely legitimate. The Department of Agriculture and Rural Development has accepted them and in the coming time will continue to direct localities and units to strengthen propaganda and dissemination of laws, effectively implement land and forest allocation policies and protect existing forest areas./.
