Attracting foreign direct investment is a bright spot in the first 6 months of Nghe An.

On the morning of June 26, comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the regular meeting of the Provincial People's Committee in June 2023.

Attending the meeting were comrades: Le Hong Vinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; Bui Dinh Long - Vice Chairman of the Provincial People's Committee; Nguyen Van De - Vice Chairman of the Provincial People's Committee; Nguyen Nhu Khoi - Vice Chairman of the Provincial People's Council; together with members of the Provincial People's Committee, leaders of departments, branches and 21 districts, cities and towns at the online bridge.

At the meeting, the Provincial People's Committee and localities listened to, discussed and gave opinions on the report on the implementation results of the Conclusion Notice of the Chairman and Vice Chairmen of the Provincial People's Committee; Report on the implementation of the tasks of the Working Group.

Report on reviewing the direction and administration of the Provincial People's Committee; Report on the implementation of the socio-economic development plan; Report on the implementation of the public investment plan and report on the implementation of state budget and financial tasks in the first 6 months of the year; solutions for the last 6 months of 2023.

Director of the Department of Planning and Investment Pham Hong Quang said: In the first 6 months of 2023, along with the whole country, Nghe An province implemented socio-economic development tasks in difficult conditions due to the complicated and unpredictable developments in the world situation. However, the province's socio-economic situation continued to maintain growth momentum, achieving important and quite positive results in a number of sectors and fields.

According to the General Statistics Office, the province's GRDP growth rate in the first 6 months of the year is estimated at 5.79%, higher than the national average of 4.59%. Of which, the agriculture, forestry and fishery sector increased by 4.26%; the industry and construction sector increased by 4.31%; the service sector increased by 7.91%; and product taxes minus product subsidies increased by 4.24%.

The output of grain crops is estimated at 800,918.39 tons, reaching 66.74% of the plan, up 3% over the same period. The industrial production index is estimated to increase by 1.79%. The total export turnover of goods is estimated at 1,086.8 million USD; the import turnover of goods is estimated at 669.3 million USD. The number of tourists is estimated at 4.9 million, up 22% over the same period.

State budget revenue is estimated at VND 8,489 billion, reaching 53.5% of the estimate assigned by the Provincial People's Council and equal to 80.6% compared to the same period in 2022. Local budget expenditure is estimated at VND 16,862 billion, reaching 50.8% of the estimate assigned by the Provincial People's Council.

Investment attraction continued to achieve quite positive results. As of June 22, there were 65 newly licensed projects and 81 adjusted projects; the total newly licensed and increased capital was more than VND 22,186 billion, of which the total newly licensed capital was VND 19,714 billion. Compared to the same period in 2022, the number of newly licensed projects increased by 20.37%, the total newly licensed capital increased by 1.32 times.

In particular, attracting foreign direct investment continues to be a bright spot. The province has attracted 8 FDI projects with registered capital of 613.8 million USD, the total newly granted and adjusted capital of 725.4 million USD, ranking 8th out of 63 provinces and cities nationwide.

The disbursement of public investment capital and the implementation of the 3 National Target Programs have been directed and implemented vigorously since the beginning of the year. As of June 20, the total public investment plan for 2023 has disbursed more than VND 2,682 billion, reaching 29.7% of the plan.

The provincial planning for the 2021-2030 period, with a vision to 2050, is being reviewed by the Ministry of Planning and Investment for submission to the Prime Minister for approval. At the same time, the work of summarizing 10 years of implementing Resolution No. 26 has been completed, in which the Politburo agreed to issue a new Resolution on the construction and development of Nghe An province to 2030, with a vision to 2045.

The cultural and social fields have received attention and direction and achieved many positive results. The province has completed the 2022-2023 school year program; the number of national excellent students in the 2022-2023 school year has 87 students winning prizes, ranking 2nd nationwide; creating jobs for 26,950 people. The province has successfully organized events and major holidays.

Administrative reform continues to be directed and implemented resolutely. International cooperation and integration activities are implemented effectively and enthusiastically, achieving many positive results. National defense and security are ensured, social order and safety are maintained.

In addition to the achieved results, the Provincial People's Committee agreed that the GRDP growth rate has not reached the set scenario and is lower than the same period in 2022. Production and business activities face many difficulties. The industrial production index is low and tends to increase slowly.

State budget revenue was lower than the same period last year, some revenue items decreased sharply and did not meet the set scenario. The public investment disbursement rate, although higher than the national average, was still lower than expected and the same period in 2022.

Child injuries, drowning, violence and abuse still occur in some localities. The progress of granting land use right certificates in many localities is still slow. Some agencies and units have cadres, civil servants and public employees who violate discipline, administrative discipline and the law. Although administrative reform has been directed to be implemented vigorously, it has not yet met the set requirements.
