Prime Minister commends Nghe An province for implementing Project 06

Prime Minister Pham Minh Chinh highly appreciated and commended many provinces and cities, including Nghe An, for having many good, creative and effective ways of implementing the Government's Project 06.

On the morning of June 10, the Government held a conference to review 1 year of implementing the Prime Minister's direction on removing "bottlenecks" of Project 06 and promoting connection and data sharing to serve e-commerce development and improve the efficiency of tax management.

TPrime Minister Pham Minh Chinh - Chairman of the National Committee on Digital Transformation chaired the conference. Co-chairs were Deputy Prime Minister Le Minh Khai and Deputy Prime Minister Tran Luu Quang.

At the Nghe An province bridge, comrade Le Hong Vinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee chaired. Attending were leaders of departments, branches and localities: Vinh City, districts: Nam Dan, Nghi Loc, Hung NgUyen.

THERE ARE MANY PROBLEMS AND LIMITATIONS

After implementing Project 06, the Government, the Prime Minister, and the Project 06 Task Force identified 5 groups of issues: legal, technology infrastructure, data, security, safety, and implementation resources, which are "bottlenecks". On May 23, 2023, the Prime Minister issued Official Dispatch No. 452 directing ministries, branches, and localities to focus on removing these "bottlenecks" with 23 groups of tasks.

After 1 year of implementation, ministries, branches and localities have seen the current situation more clearly and have many solutions to remove "bottlenecks". To date, ministries, branches and localities have completed 1/8 of the general tasks and 11/15 of the specific tasks.

However, the handling of "bottlenecks" has not been completed, many tasks are delayed, hindering the implementation roadmap as well as the effectiveness of Project 06. The implementation process also generated some new contents belonging to the 5 "bottlenecks" that need to be further resolved.

Regarding the law, the review, revision and simplification of administrative procedures is still slow compared to the requirements, there are still 317/1,084 administrative procedures that need to be further revised and simplified. Regarding online public services, there are still 6 ministries and branches that have not completed the integration and provision on the National Public Service Portal for 6 administrative procedures.

Regarding technology infrastructure, 11 ministries, branches and 8 localities have not yet submitted reports on results, reviewed and evaluated the compliance with network safety and security criteria. 10 ministries, branches and 3 localities have not yet completed the data connection to serve the settlement of administrative procedures and the provision of public services.

Regarding data, the connection, sharing, and reuse of data in the direction that people and businesses only provide information once is still limited. The rate of digitization, reuse of records, and results of administrative procedure settlement is still low.

Regarding security and safety, 21/100 information systems have not met all network safety and security criteria; 11/100 information systems of 4 agencies have not conducted network safety and security inspection and assessment.

Regarding implementation resources, ministries, branches and localities have not yet proposed adjustments to the Medium-Term Public Investment Plan for the 2021-2025 period for projects under Project 06 within their units; the project's tasks are fragmented and patchy, and have not been implemented comprehensively.

The Ministry of Finance said that, to date, it has completed the legal basis for the implementation of electronic identification and authentication for individuals to synchronize with civil status, tax, banking, and telecommunications data. The connection and sharing of e-commerce data reached 97.57%; sharing data on 929 e-commerce trading floors with 847 enterprises.

Thanks to that, in 2022, the Ministry of Finance collected taxes from 46,767 enterprises and 156,342 individuals with e-commerce business activities of VND 83,000 billion; in 2023 it was VND 97,000 billion and in the first 5 months of 2024 it was VND 50,000 billion.

At the conference, representatives of ministries, agencies and localities presented reports on the results of implementing "bottlenecks", pointed out difficulties and obstacles in the implementation process and tasks and solutions in the coming time.

PROMOTE RESPONSIBILITY, "JUST DO IT, NO LONGER DISCUSSION"

Concluding the conference, Prime Minister Pham Minh Chinh reviewed the positive results after the implementation of the Government's Project 06, removed the "bottlenecks" of Project 06 and implemented the Government's Directive 18; thereby, acknowledging and highly appreciating the efforts, attempts and determination of ministries, branches and localities.

Many localities have good and creative ways of doing things such as: Thai Nguyen, Hanoi, Ha Nam, Nghe An, Thua Thien Hue, Ho Chi Minh City, Da Nang, Ha Tinh, Binh Duong, Khanh Hoa...

Based on the shortcomings and limitations pointed out, in the coming time, Prime Minister Pham Minh Chinh emphasized that the remaining tasks are very heavy, but very important, and no less glorious.

Therefore, it is required that the heads of ministries, branches and localities uphold their sense of responsibility, "don't say no", "don't say difficult", "don't say yes but don't do", promote the spirit of saying what is said must be done, committing to doing must be done, effectively, "only discuss doing, no backtracking".

To completely resolve the existing problems and limitations, ministries and sectors need to urgently complete the institutions serving the development of population data, data sharing and national digital transformation. Ministries, sectors and localities must not wait or rely on others, but must be proactive, creative and innovative in practical conditions.

The Prime Minister requested to promote simplification and restructuring of administrative procedures to improve the quantity and quality of public services provided to people; ensure necessary conditions for switching to using VNeID as the only account in performing administrative procedures and providing public services in the electronic environment from July 1, 2024.

Ministries, agencies and localities urgently complete the connection of electronic data management warehouses of organizations and individuals on the administrative procedure settlement information system at the ministerial and provincial levels with the electronic data management warehouses of organizations and individuals on the National Public Service Portal, serving the settlement of administrative procedure services and provision of public services.

On the other hand, speed up the construction of the National Data Center, specialized databases, and form a database of information to identify citizens and organizations in performing administrative procedures. Promote synchronous integration and interconnectivity between national databases to develop digital government, promote commercial transactions in the digital environment regularly, continuously, and safely.

Prime Minister Pham Minh Chinh requested to promote digital transformation in tax management, synchronously implement solutions on electronic invoices, especially in the management of e-commerce activities.

Promote digitalization, enrich the databases of ministries, branches and localities, build and put into operation a shared database on e-commerce; strictly handle violations of business agencies that do not issue electronic invoices.

Ministries, branches and localities, based on their functions, tasks and powers, proactively review and effectively overcome 6 groups of issues identified as "bottlenecks" in Project 06.
