Prime Minister: Nghe An needs to continue promoting innovation in thinking and strategic vision for development

Focus on leadership and direction with focus and key points, creating breakthroughs

Speaking at the opening of the working session, Prime Minister Pham Minh Chinh said that the working session aimed to remove the "bottlenecks" and backlogs that the province has not yet resolved. In particular, it is to find a breakthrough direction for Nghe An province to develop in the coming time, in the context of limited resources and little time, so it is necessary to choose breakthrough, long-term, fundamental, and step-by-step work. Thereby, creating new motivation, new impulse, new development space, on the basis of inheriting the results achieved in the past time, the potential and advantages of the province.

Reporting to the Prime Minister and the working delegation on the implementation situation and results of the implementation of the Resolution of the 13th National Party Congress and the Resolution of the 19th Provincial Party Congress, term 2020-2025, Provincial Party Secretary Thai Thanh Quy said that over the past two years, in a context of many advantages but also many challenges, especially the Covid-19 pandemic, the province has been proactive, making efforts, overcoming difficulties, focusing on both preventing and fighting the pandemic and recovering and developing the socio-economy.

The Provincial Party Secretary emphasized that the province's viewpoint is to focus on leadership and direction with focus and key points to create a breakthrough. This is shown in two points, that is, right from the stage of building the Action Program and the Plan to implement the Resolution of the 13th Party Congress and the Resolution of the 19th Provincial Party Congress, the province has determined this viewpoint. Therefore, the province has only built 21 key programs and projects, along with focusing on allocating sufficient resources, having mechanisms and policies for implementation.

The second is to allocate resources in public investment with focus and key points. This is shown by the period 2016-2020, the province had 1,075 public investment projects, but in the period 2021-2025, there are only 126 new public investment projects. In addition, the province has issued many specific mechanisms and policies for key localities and growth poles.

On the other hand, the province has made efforts to improve the investment environment and increase the efficiency of investment attraction. The province has focused resources to basically solve key infrastructure projects in industrial parks.

Strengthening administrative reform with a drastic motto, the province has handled 2 criminal cases related to public ethics; the province's handling viewpoint is to shift from explanation and accountability to solution and resolution. Thanks to that viewpoint, investment attraction has many changes, for the first time Nghe An entered the Top 10 of the country in attracting FDI capital.

Thanks to the right leadership and direction solutions, the growth rate of total product in the first 6 months of 2022 increased by 8.44%, of which the service sector increased by 9.22%, welcoming nearly 5 million tourists; budget revenue reached approximately 11,000 billion VND. The whole province has 299 communes reaching the new rural destination, 7 district-level units reaching the new rural destination.

The province has focused on directing the prevention and control of the Covid-19 epidemic with a unified, drastic, resolute but flexible and effective viewpoint; the rate of Covid-19 vaccination for the third dose reached 99%, and for the fourth dose reached 15%. Cultural and social activities were organized flexibly and appropriately; education and training maintained good results; policies for employers and employees were promptly implemented; National defense - security, social order and safety were ensured; Laos was actively supported in the prevention and control of the Covid-19 epidemic; cooperation and exchange activities were carried out effectively.

Party building and consolidation of the political system were given attention, especially focusing on innovating working methods and directing the resolution of sensitive issues. In particular, the spirit of solidarity and unity within the Party, consensus and trust among cadres, party members and the people were clearly promoted, with no serious incidents of social concern.

Besides the achieved results, there are still some difficulties and limitations such as slow economic restructuring, difficulties in business development, human resources, especially high-quality human resources, not meeting the requirements; infrastructure is a bottleneck hindering development.

Transforming advantages into development resources

Concluding the working session, Prime Minister Pham Minh Chinh assessed that Nghe An has many favorable conditions that not every locality has, which are great resources for the province's development. Nghe An is the homeland of President Ho Chi Minh - the great national hero, an outstanding cultural celebrity. Nghe An is the homeland of the Nghe Tinh Soviet, the cradle of revolutionary tradition, cultural tradition, a sacred land of outstanding people with many names of comrades who have led our country since the establishment of the Party.

Besides, Nghe An people have a tradition of studiousness, intelligence, diligence, hard work, solidarity and unity. Nghe An also has a large population of 3.4 million people, the largest area in the country, and a large mountainous area, so it can develop tourism, afforestation, wood processing, medicinal plant cultivation, and industrial park development. Nghe An also has various types of transportation, convenient connections with Laos. The fields of culture, education, and sports all have high achievements... "This is a huge and important potential, which can turn resources into real material wealth".

The Prime Minister also assessed that in 2021 and the first 6 months of 2022, Nghe An province has made many efforts and achieved many positive results in socio-economic development. This is reflected in high growth, relatively good budget revenue, good public investment disbursement, and improved competitiveness index. The cultural and educational sectors have had positive changes, and social security has received attention.

Through many working trips and inspections in many localities, the Prime Minister also realized that Nghe An has changed greatly, especially in the appearance of the countryside, and people's lives have been improved both spiritually and materially. The Prime Minister praised the province's overall achievements, contributing to the overall achievements of the whole country in the past 2 years of fighting the pandemic and the first 6 months of 2022.

However, the Prime Minister also said that Nghe An's development has not been commensurate with its distinct potential, outstanding opportunities, and competitive advantages. Strategic infrastructure has developed but not commensurate with its stature; people's lives in remote areas are still difficult; there are potential security and order issues; investment development has been adjusted but is still scattered; investment attraction has had many innovations but has not had any breakthroughs; there are not many large enterprises.

In the coming time, Prime Minister Pham Minh Chinh said that Nghe An must identify more difficulties and challenges than advantages and opportunities; from there, it must prepare its mind and be more determined to respond and adapt, not to be confused or surprised, thereby doing a good job of "prevention is better than cure".

The Prime Minister emphasized six common tasks that Nghe An province must resolutely carry out. These are to effectively implement the Resolution of the 13th National Party Congress, the Resolution of the 19th Provincial Party Congress, and the Resolutions of the Politburo, the Government, and the National Assembly.

Continue to dig deeper, think to promote innovative thinking, strategic vision, exploit the maximum potential of differentiation, outstanding opportunities, competitive advantages with a spirit of higher determination, more effort, more effort, identify the focus, key points, do each task to the end. On the other hand, the province must mobilize all legal resources of society and people for development, especially public-private partnership.

The Prime Minister also requested Nghe An to promote and exploit, more strongly and effectively, the heroic historical and cultural traditions, the will and capacity of Nghe An people, and have specific solutions to transform them into real resources. Promote and inherit the achievements gained through many terms and generations of leaders; focus on overcoming limitations, weaknesses and inadequacies.

Further promote the work of building a clean and strong Party, improve the capacity and fighting strength of Party organizations and Party members; resolutely and persistently implement the Resolution of the 4th Central Committee of the 11th and 12th Tenures; Conclusion 21 of the Politburo to seriously implement the 5 principles of Party leadership, maximize the effectiveness of the 5 methods of Party leadership. Regarding specific tasks, Prime Minister Pham Minh Chinh said that the most important task and number 1 priority at present is to maintain macroeconomic stability, control inflation, fight economic recession, maintain growth, ensure 5 major balances and 2 monetary and fiscal policies.

The second priority task is to accelerate the progress of Covid-19 vaccination; seriously implement Resolution No. 38 of the Government on the Covid-19 prevention and control program according to the principle of not being subjective or negligent; take care of protecting people's health, overcoming the shortage of drugs, medical supplies, and chemicals.

The Prime Minister also requested Nghe An to speed up the progress of the provincial planning for the 2021-2030 period, with a vision to 2050, to be completed in the third quarter. "The planning must have three elements: strategic vision, breakthrough, long-term, and stable; maximize the exploitation of different potentials, outstanding opportunities, and competitive advantages; and maximize the resolution of limitations and shortcomings of Nghe An", the Prime Minister emphasized and said that in beautiful, central places, the planning must develop jobs, develop production and business, not develop real estate. The planning focuses on innovation, green economic development, circular economy, digital economy; and diversification of supply chains. The planning must be fast but of high quality.

Emphasizing that public investment disbursement will contribute to economic growth, create jobs, and create new development space, the Prime Minister asked Nghe An to promote this work, focusing on key projects, and the 3 National Target Programs. "The Central Government directs and guides, fast or slow depends on the localities. If we do it quickly, people will enjoy it quickly because people in remote areas are currently waiting. Speed ​​up the implementation of solutions in the program to recover and develop the economy and society. You must really focus, consider it your own work," the Prime Minister emphasized.

In addition, the province needs to improve the quality of human resources, because Nghe An has a good foundation with a large population and hard-working, diligent people. Promote administrative reform, improve the investment environment, and call for strategic investors.

Nghe An also needs to promote, exploit and invest in culture on par with and in harmony with politics, economy and society. The Prime Minister suggested that the province could study and build a Sen Village festival, organize a Vi and Giam folk song festival in the fall every year to create unique tourism products, attracting more tourists to Nghe An.

At the same time, economic development must be linked to national security and defense, and political stability must be maintained; crime prevention must be stepped up, and possible instability must be prevented. Social security must be ensured, and the poor, the meritorious, and ethnic minorities in mountainous areas must be cared for. "Nghe An must still consider agriculture as a pillar, and implement well the three resolutions on land; cooperatives; agriculture, rural areas, and farmers. In agricultural production, it is necessary to change farming methods through varieties and apply high technology to increase production value," the Prime Minister emphasized.

Regarding Nghe An's proposals and recommendations, based on the opinions of leaders of central ministries and branches and on surveys and practical research, the Prime Minister basically agrees, on the principle of ensuring compliance with legal regulations; creating a mechanism to clear and mobilize maximum resources for development.

The Prime Minister agreed in principle to assign the People's Committee of Nghe An province to act as the competent state agency, mobilizing capital from many sources to implement the project of renovating and upgrading Vinh airport, the Cua Lo deep-water port project, and the expressway project connecting Cua Lo with Nam Dan district, the hometown of President Ho Chi Minh. The Prime Minister emphasized that these are three key projects, together with the North-South expressway and the coastal route being implemented, which will create new momentum and development space for the locality. The Prime Minister assigned the agencies to guide Nghe An province, striving to complete the preparation procedures in 2022.

Regarding the Ban Mong Reservoir Project, the Prime Minister assigned the agencies to review the regulations, report to the Government Standing Committee to consider solutions to legal problems, and if necessary, report to the National Assembly Standing Committee and the National Assembly for consideration and decision. At the same time, the agencies urgently carry out the necessary work according to regulations to operate the Ban Mong Reservoir Project and implement and complete the water canal system project, promoting the project's effectiveness in the shortest time.
