(Baonghean.vn) - Prime Minister Pham Minh Chinh affirmed that the Government will have solutions to ensure school safety by developing a vaccination plan for students and requesting the education and training sector and localities to share and support families and students facing difficulties due to the Covid-19 epidemic so that they can study with peace of mind.

On the morning of August 28, the Ministry of Education and Training held an online conference to summarize the 2020-2021 school year and deploy tasks for the 2021-2022 school year.

Reporting on the implementation results of the 2020-2021 school year plan, Deputy Minister of Education and Training Hoang Minh Son said: The 2020-2021 school year took place in the context of many important events in the country. The school year also took place when the Covid-19 pandemic was raging. Many economic and social activities were suspended, people's lives faced many difficulties, and for a long time students could not go to school.

Faced with new requirements and challenges, the education sector has flexibly responded, changed its operating status, basically completed the tasks of the school year and achieved some outstanding results: Completed the "dual goal": both ensuring safety in epidemic prevention and control, completing the school year plan and ensuring education quality. Continued to perfect the institution, step by step improving the effectiveness of state management of education and training. Arranged and planned the network of education and training facilities more reasonably.

The quality of education at all levels and the effectiveness of educational activities are improved. University autonomy is promoted, the quality of human resource training, especially high-quality human resources, is improved. The quality and standardization of teachers and educational managers at all levels is improved. Facilities and teaching equipment are strengthened, ensuring the quality of educational and training activities. Information technology application and digital transformation in education and training are promoted.

In addition to the achieved results, the 2020-2021 school year also has some shortcomings and limitations related to the arrangement and planning of the school network; there is a local surplus or shortage of teachers; the quality of the staff is uneven. The proportion of state budget expenditure for the entire education sector in 2021 only reached about 17.3% of the national budget expenditure, not reaching the prescribed rate.

NGHE AN PROPOSALS TO ARRANGE 7,843 TEACHERS AT ALL LEVELS

Speaking at the Conference, Comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee said that in the complicated context of the Covid-19 epidemic, the Education and Training sector has proactively innovated, ensuring conditions for implementing the Education and Training tasks and achieved positive results. In particular, the initial successful implementation of the 2018 General Education Program and the new Textbook Program for Grade 1.

In recent times,The Provincial Party Committee - People's Council - People's Committee always pay special attention to the education and training sector, creating conditions for the sector to achieve its goals and tasks, ensuring quality and efficiency, suitable to the characteristics of the province.

The province's key education sector continues to maintain its top position nationwide in terms of national and international excellent students; Nghe An students won 5 regional and international Gold and Silver medals. Nghe An pays attention to digital transformation in the education and training sector and well organizes the 10th grade entrance exam and the high school graduation exam with high results, the high school graduation rate reaches 99.2%, with more than 34,300 candidates taking the exam.

Regarding the direction, tasks and solutions for the 2021 - 2022 school year, Nghe An province identified thisThis is the first school year to implement the Resolution of the Party Congress at all levels. Therefore, the education and training sector focuses on many solutions and measures to achieve the goals.

The province has identified three groups of solutions. Specifically, prioritizing resources, focusing on developing the team of teachers and educational managers, better meeting the requirements of the 2018 General Education Program. Proactively continuing to accelerate digital transformation, meeting the requirements in the new situation; promoting smart education and international integration.

Create a breakthrough in innovation in school management, build a model to ensure the quality of education, training and vocational training, suitable to regional characteristics. Focus on improving the quality of comprehensive education, especially prioritizing the development of education in ethnic minority, mountainous and disadvantaged areas.

Nghe An respectfully requests the Ministry of Education and Training to coordinate with the Ministry of Home Affairs to consider and arrange space.7,843 teachers at all levels, mainly preschool and primary school. The Ministry of Education and Training supports Nghe An with facilities and teaching equipment to successfully implement the 2018 General Education Program. The province also proposed that the Ministry of Education and Training consider postponing the implementation of the Grade 10 Textbook Program from the 2022-2023 school year to the 2025-2026 school year for two reasons. During the Covid-19 pandemic, the locality has not had the conditions to prepare enough resources such as building programs, textbooks, teaching equipment, and teaching staff to effectively implement the program. At the same time, implementing the Grade 6 Textbook Program this year according to the roadmap to the 2025-2026 school year for Grade 10 is appropriate, synchronous, and ensures the quality of teaching and learning.

BUILDING A VACCINATION PLAN FOR STUDENTS

Concluding the Conference, Prime Minister Pham Minh Chinh emphasized that the Covid-19 epidemic is evolving complicatedly and we must not be subjective or negligent. Currently, many localities are having to practice social distancing, and people are facing difficulties, especially students. There are only a few days left until the opening day of school, but in many localities it cannot be implemented because of the priority of epidemic prevention and control tasks.

The Prime Minister said that the epidemic is disrupting social activities. The Party, State and Government understand and share the difficulties that teachers, students and parents have had to endure in the past time. Therefore, we must pay more attention to teaching and learning during this difficult time with a spirit of perseverance and determination, no matter how difficult it is, we must do it.

The education and training sector has focused on human resource development to train high-quality resources for the country; proactively responded and applied IT to teaching during the complicated epidemic period; organized the High School Graduation Exam seriously, safely, and was highly appreciated by society; 35 students won high prizes in regional and international competitions; actively participated in the work of preventing and fighting the Covid-19 epidemic...

Regarding the 2021-2022 school year, the Prime Minister affirmed that the Government will have solutions to ensure school safety by developing a vaccination plan for students. The Ministry of Health will coordinate with the Ministry of Education and Training to review, research, and organize the implementation of vaccination for children according to scientific principles; those aged 12 and older can return to school normally if fully vaccinated...

For teachers, review to supplement vaccinations in preparation for the new school year. In localities that do not have to practice social distancing, environmental sanitation and screening should be carried out. If conditions permit, direct teaching and learning should be organized without subjectivity, negligence, or loss of vigilance. In "red zones" and "yellow zones", online teaching and learning must still be organized and support disadvantaged students to ensure fairness.

The Party, the State, and the Government sympathize with students who cannot attend school on the first day of school. Schools and teachers have measures to provide psychological support and share difficulties with students; include instructions on epidemic prevention and control measures in the curriculum. There are policies to exempt or reduce tuition fees for families in difficult circumstances due to the impact of the Covid-19 epidemic; at the same time, there are policies to support teachers and students in special cases.

There should be solutions to make students enjoy studying History, strengthen foreign language teaching associated with innovating teaching and learning methods suitable to the situation.
