Prime Minister Pham Minh Chinh chairs a Government meeting on law-making

This morning (August 24), Prime Minister Pham Minh Chinh chaired a special Government meeting on law-making in August 2022 to review four draft laws, including the Land Law (amended).

Prime Minister Pham Minh Chinh gave a speech at the meeting.

Attending the meeting were Deputy Prime Ministers Pham Binh Minh, Le Minh Khai, Vu Duc Dam, Le Van Thanh; ministers, heads of ministerial-level agencies and government agencies.

Government members will discuss four important draft laws before submitting them to the National Assembly at its 4th session next October, including: the Land Law (amended) prepared by the Ministry of Natural Resources and Environment; the Bidding Law (amended) and the Cooperative Law (amended) prepared by the Ministry of Planning and Investment; and the Price Law (amended) prepared by the Ministry of Finance.

Prime Minister Pham Minh Chinh emphasized that the building of legal institutions is very important and regular, therefore, he requested that Government members and heads of agencies must seriously implement, direct and lead the assigned law projects; focus efforts and intelligence on carrying out the tasks that have been included in the schedule.

The general spirit is that members of the Government and heads of agencies directly direct the work of law-making and law enforcement. This is one of the important tasks that must be focused on, not "extra work". The Prime Minister said that normally, when making laws, there are no problems, but when implementing the laws, there are problems because there is no careful and serious discussion. That is the reality we are facing.

The Prime Minister pointed out that the breakthrough in institution building is one of the three breakthroughs that recent Party Congresses have pointed out. The Government considers the building and improvement of institutions as one of the important tasks that must be carried out regularly and continuously with the view that investing in institution building and implementing institutions is investing in development.

In recent times, the Government has spent a lot of effort and time investing in the development of legal documents. There are documents submitted to the Politburo, documents submitted to the National Assembly; Decrees, Resolutions, Circulars, the Government has proactively made..., creating positive changes in the process of operating the apparatus, directing and operating. Government members have spent a lot of time and effort, closely following the law development program of the Politburo, the National Assembly. The Government has proactively developed assigned law projects and has achieved extremely positive results.

“In this session, the ministries will submit to the Government four extremely important draft laws because of their wide scope and subjects, many obstacles, and obstacles to development. The Government will spend one day discussing and contributing to removing difficulties and obstacles, serving the rapid recovery and development after the Covid-19 pandemic and external impacts and shocks. Ministries and branches will coordinate with relevant agencies to focus on doing this work seriously and effectively,” the Prime Minister emphasized.

The Prime Minister asked delegates to focus their efforts, intelligence and time on having lively and serious discussions, especially on resolving difficulties that are being raised in practice.

Raising the issue of why public investment is slow, the head of the Government said that it is due to some institutions and laws that are entangled. Therefore, it is necessary to actively follow the reality, from management and operation experience, delegates directly give opinions on issues, especially issues with different opinions, new contents, and contents that are still entangled in practice.

The Prime Minister requested that this is an important and regular task that must be focused on to ensure effectiveness. Comments must be given to draft laws to ensure both progress and quality, two extremely important requirements./.
