Prime Minister Pham Minh Chinh meets with General Secretary and President of China Xi Jinping

Proposal to increase quota for Vietnamese goods transiting by Chinese railway to third countries

Prime Minister Pham Minh Chinh conveyed the regards and best wishes of General Secretary Nguyen Phu Trong, President Vo Van Thuong and leaders of the Party and State of Vietnam to General Secretary and President Xi Jinping.

Prime Minister Pham Minh Chinh wished that the country and people of China, under the wise leadership of the Central Committee of the Communist Party of China with General Secretary and President Xi Jinping as the core, will successfully realize the "second 100-year" goal, turning China into a modern, prosperous, democratic, civilized, harmonious and beautiful socialist power.

General Secretary and President Xi Jinping sent his best regards to General Secretary Nguyen Phu Trong and President Vo Van Thuong.

Congratulating Vietnam on its socio-economic development achievements, Mr. Xi Jinping affirmed that China supports and believes that under the leadership of the Communist Party of Vietnam headed by General Secretary Nguyen Phu Trong, Vietnam will successfully implement the Resolution of the 13th National Congress of the Communist Party of Vietnam, realizing the aspiration and goal of turning Vietnam into a developed, high-income, socialist-oriented country by the middle of the 21st century.

The two sides expressed their delight at the positive development of Vietnam-China relations, emphasizing that the traditional friendship between Vietnam and China, cultivated by President Ho Chi Minh, Chairman Mao Zedong and previous leaders and the people of the two countries, is a precious common asset that needs to be inherited, preserved and promoted.

Prime Minister Pham Minh Chinh emphasized that developing a stable, healthy, sustainable, and long-term relationship with China is always a strategic choice and top priority in Vietnam's foreign policy of independence, self-reliance, multilateralization, and diversification.

The Prime Minister affirmed that Vietnam adheres to the "one China" policy, is interested in China's global initiatives and is ready to exchange and discuss these initiatives.

Based on the high-level common perception between the two General Secretaries during General Secretary Nguyen Phu Trong's visit to China (2022), Prime Minister Pham Minh Chinh suggested that the two sides increase high-level and all-level contacts and improve the quality of cooperation in all fields, especially in economics, trade and investment.

The head of the Vietnamese Government requested China to continue to speed up the process of opening its market for Vietnamese agricultural products; create conditions for Vietnam to soon open more Trade Promotion Offices in China; and grant more quotas for Vietnamese goods transiting by Chinese railway to third countries.

The Prime Minister also proposed that China study the possibility of cooperation in developing a standard-gauge, high-speed railway connecting the two countries and welcomed Chinese enterprises to expand high-quality investment in Vietnam.

The head of the Vietnamese Government also hopes that the two sides will increase people-to-people exchanges and promote friendship, contributing to building a solid social foundation for bilateral relations.

Together control and properly handle disagreements, maintain peace and stability at sea

General Secretary and President of China Xi Jinping affirmed that China considers Vietnam a priority direction in China's overall neighboring foreign policy.

This is China’s strategic choice for the long-term development of China-Vietnam relations. China wishes and is willing to promote the relationship between the two Parties and two countries to develop further, in depth and in substance.

General Secretary and President Xi Jinping emphasized that China will help developing countries accelerate development and carry out industrialization and modernization.

Expressing his appreciation for Vietnam's cooperation proposals, General Secretary and President Xi Jinping affirmed that China is willing to maintain strategic exchanges with Vietnam, promote high-level and all-level contacts and sectors; expand imports of Vietnamese goods, strengthen railway, road and border gate infrastructure connections, and hope that the two sides will strengthen development strategy connections.

General Secretary and President Xi Jinping hopes that both sides will increase propaganda about the China-Vietnam friendship, soon organize a Grand Youth Festival, and hold youth friendship meetings to enhance understanding, especially between the young generations of the two countries.

The Chinese General Secretary and President welcomed Vietnam's participation in China's global initiatives, together promoting peace, cooperation and development in the region and the world.

The two sides also discussed international and regional issues of mutual concern, agreed to jointly control and properly handle disagreements, maintain peace and stability at sea, and strengthen a favorable environment for the development of each country.

This is Prime Minister Pham Minh Chinh's first visit to China, taking place in the context that 2023 is the 15th anniversary of the two countries establishing a comprehensive strategic partnership.

The Prime Minister's visit takes place after the historic success of General Secretary Nguyen Phu Trong's visit to China (October 30 - November 1, 2022).

The relationship between the two Parties and two countries is entering a new stage of development with many opportunities and advantages.

This visit continues the tradition of high-level contacts and exchanges between the two countries, demonstrating the importance the two Parties and two countries attach to the Vietnam-China Comprehensive Strategic Partnership and their determination to develop the relationship to be increasingly sustainable, stable and substantive.

This is also a new and very important development step, aiming to concretize and implement the substantive results of General Secretary Nguyen Phu Trong's highly successful visit to China, especially in the context of the regional and world economic downturn.

This visit will also contribute to enhancing political trust, promoting the finding of solutions to remaining issues, including maritime issues, and enhancing exchanges between people and localities of the two sides.
