Prime Minister approves framework of national education system

Prime Minister Nguyen Xuan Phuc signed Decision No. 1981/QD-TTg approving the framework of the national education system.

According to the Decision, the framework of the national education system includes formal education and continuing education.

The levels and training qualifications of the national education system include: Preschool education includes nursery education and kindergarten education; General education includes primary education, lower secondary education and upper secondary education; Vocational education provides training at primary, intermediate and college levels; University education provides training at university, master's and doctoral levels.

The framework of the national education system is the basis for implementing comprehensive fundamental innovation in education and training.

The Decision specifies the entry criteria, study duration and further study opportunities for the levels and training qualifications.

Preschool education includes nursery school education and kindergarten education. Nursery school education is provided for children from 3 months to 3 years old; kindergarten education is provided for children from 3 to 6 years old.

General education includes primary education, lower secondary education (basic education stage) and upper secondary education (vocational education stage).

Primary education is conducted for 5 school years, from grade 1 to grade 5. After completing primary education, students will continue to secondary school. Secondary education accepts students who have completed primary education.

Secondary education is conducted over 4 years, from grade 6 to grade 9. After completing the secondary education program, students can continue to high school or study in elementary and intermediate training programs.

High school education accepts students who have completed the lower secondary education program. During high school, students can transfer to intermediate level training programs if they wish and meet the program requirements.

Secondary education lasts for three years, from grades 10 to 12. High school graduates can go on to university or vocational training programs.

Vocational education includes intermediate-level training programs that accept graduates of at least junior high school; college-level training programs that accept high school graduates or intermediate-level graduates; along with intermediate-level training, college-level training, and elementary-level training to help learners have the skills to perform simple tasks of a profession.

Regarding higher education, undergraduate education and master's education have two orientations: research and application; doctoral education is research-oriented.

Research-oriented training programs have goals and contents that focus on in-depth study of basic principles and theories in scientific fields, developing source technologies as a foundation for developing applied science and technology fields.

Application-oriented training programs have goals and contents towards developing basic research results, applying source technologies into technological solutions, management processes, and designing complete tools to serve diverse human needs. Training programs must ensure the minimum amount of knowledge and capacity requirements that learners achieve after graduation according to regulations of the Ministry of Education and Training.

University training programs accept high school graduates; intermediate level graduates who have studied and passed the required amount of high school cultural knowledge as prescribed by the Ministry of Education and Training (university training programs have a duration equivalent to 3 to 5 years of concentrated study); college graduates.

Master's degree programs accept university graduates. The duration of a master's degree program is equivalent to 1 to 2 years of full-time study, depending on the requirements of the training program. After completing a master's degree program, students can continue to study for a doctorate in a suitable professional field or be admitted to study other professional fields if they meet the requirements of the training program.

Doctoral training programs accept master's degree graduates or university graduates who meet the requirements of the training program. The training time for doctoral level is equivalent to 3 to 4 years of concentrated study depending on the requirements of the training field and the entry level of the learner.

The form of continuing education aims to create conditions for people of different ages and levels to study, improve their knowledge, develop professional capacity, create jobs or change their professions to suit their specific circumstances, contributing to improving the knowledge of the people, the quality of human resources, meeting the requirements of economic and social development, and building a learning society. Learners can switch from continuing education to other methods if they have the need, have sufficient capacity and meet the requirements of the program.

The Prime Minister assigned the Ministry of Education and Training to preside over the development of specific regulations to specify the National Education System Framework for preschool education, general education and higher education according to the provisions of this Decision./.
