The Prime Minister believes that Ha Tinh can enter the TOP 20 provinces in the country in terms of average income.

Working with key leaders of Ha Tinh province on the socio-economic situation on the morning of March 4, the Prime Minister highly appreciated the results that Ha Tinh has achieved in implementing the dual goal of good epidemic prevention and socio-economic development. According to the Prime Minister, this is a lesson for many localities, "let alone the impact of the epidemic, we cannot work".

Leaders of Ha Tinh province affirmed that despite being affected by the Covid-19 epidemic, the province is determined not to adjust any development targets in 2020.

This year, Ha Tinh, a province in the North Central region, strives for double-digit growth (10.5-11%). In the next 10 years, Ha Tinh, the hometown of poet Nguyen Du, aims to be in the TOP 20 provinces nationwide in terms of per capita income.

The province identified "Four pillars - Three cities - Three corridors - One center - Three platforms" as the focus of strategic development for the 2021-2030 period.

Specifically, the four pillars of Ha Tinh are industry (the driving force for development, continuing to expand the steel factory to 15 million tons/year); tourism and trade; port services, logistics and transportation (a new field with long-term prospects, requiring timely investment) and agriculture.

Three dynamic urban areas along the North-South axis include: Hong Linh town connecting with Nghi Xuan district - the northern urban area of ​​Ha Tinh; Ha Tinh city; Ky Anh town connecting with the development center of Vung Ang Economic Zone is the dynamic urban area in the South.

A dynamic growth center is the Vung Ang Economic Zone with the core being the Vung Ang Industrial Park - Vung Ang - Son Duong deep-water port cluster, becoming the gateway to the sea in the North Central region, Laos, and Northeast Thailand.

The leaders of Ha Tinh province said that the whole province has 58,000 people living and working abroad, many of whom live in South Korea and Japan, and the province is focusing on implementing measures to prevent the Covid-19 epidemic. The whole province is still monitoring, tracking, measuring body temperature, and guiding home quarantine and accommodation for 393 cases returning from Covid-19 epidemic areas since February 16, 2020. In Ky Anh town (where Formosa Company is located), 199 people have been monitored and quarantined for 14 days. Currently, those who have to be quarantined have no health problems and have been allowed to return to work.

Don't say you can't work because of the impact of the epidemic.

Speaking at the meeting, Prime Minister Nguyen Xuan Phuc said that the land with a rich revolutionary tradition has determined to overcome difficulties and challenges to rise strongly. Since the Formosa incident in 2016, Ha Tinh has had comprehensive and impressive development. In 2019, economic growth ranked second in the North Central region, with GRDP per capita reaching 62 million VND, the highest in the North Central region.

Over the past two months, Ha Tinh has maintained good development. The industrial production index was 96.64% over the same period, of which the electricity production and distribution industry increased by 24.9%. Total retail sales of goods reached VND 7,723 billion, up 15.42%. Total budget revenue in the area in the first two months of the year reached VND 2,849 billion, up 38.6% over the same period in 2019.

The Prime Minister acknowledged that the above results were thanks to Ha Tinh's drastic efforts when January only had 18 working days and the Covid-19 epidemic occurred. This is a lesson for localities and "each locality must strive to contribute to the implementation of the 2020 plan", must achieve the dual goal of good epidemic prevention and socio-economic development. Other localities need to learn from Ha Tinh's experience, "let alone the impact of the epidemic, we cannot work".

However, the Prime Minister pointed out some shortcomings and inadequacies of Ha Tinh such as uneven economic development among sectors and fields. The goal of developing modern agriculture is not really solid, regional linkages and market connections are also difficult. The strength of tourism has not been fully exploited.

Appreciating the direction and tasks of Ha Tinh in the coming time, the Prime Minister raised a number of issues: How is Ha Tinh in the 4.0 industrial revolution and the digital economy; How does Ha Tinh take advantage of FTAs, do people and businesses understand the benefits of these agreements, thereby finding an advantage for Ha Tinh.

“Comrades need to continue to build Ha Tinh into an industrial province with a synchronous infrastructure system, sustainable economic development, and ensuring national defense and security by 2030…”, the Prime Minister stated. “We hope that Ha Tinh’s GRDP per capita will be among the top 20 provinces in the country” and the Prime Minister believes that Ha Tinh can achieve this goal.

To achieve that goal, Ha Tinh must have a strong aspiration to rise up. In 2020, it is necessary to well implement the resolutions of the Party Central Committee, the National Assembly and Resolution 01 of the Government.

Ensuring a 50% budget balance is a great effort of Ha Tinh, "Ha Tinh used to be very poor, every time I passed through Ha Tinh town, there was only a guest house. Now you have risen to become a city, with 5-star hotels and large industrial parks. Anyone who passes through this land finds it very happy", the Prime Minister shared.

However, the Prime Minister requested the province to strive to balance its budget by 2025. It is necessary to focus on removing obstacles, promoting investment, and accelerating the implementation of key projects in the area. Developing synchronous and modern information technology, digitizing Ha Tinh province, developing digital economy and digital government in Ha Tinh. Having measures to prevent natural disasters and climate change, paying attention to environmental protection in the area, especially risks of pollution to build Ha Tinh with a developed economy and good environment. The province must be proactive and proactive, not allowing the Covid-19 epidemic to occur in the area.

Regarding the specific recommendations of the province, the Prime Minister basically supported them in the spirit of creating conditions for the province to develop.
