Well implement personnel work to prepare for Party Congresses at all levels

On the afternoon of February 11, chairing the online meeting of the Party Organization and Construction sector in February 2019, Politburo member, Party Central Committee Secretary, Head of the Central Organization Committee Pham Minh Chinh requested that regular personnel work be well performed, ensuring democracy, objectivity, publicity, transparency, timeliness, and compliance with regulations.

Special attention is paid to advising on preparations for Party Congresses at all levels towards the 13th National Party Congress. The conference is held online at 71 locations across the country.

At the conference, representatives of provinces and cities said that in January, the entire Party Organization and Construction sector had organized a review of 2018 in conjunction with Resolution 4 of the Central Committee (12th tenure). Implementing Regulation No. 132 of the Politburo and Instruction No. 16 of the Central Organizing Committee on annual review, assessment and classification of quality for collectives and individuals in the political system, the Standing Committees of Provincial Party Committees, City Party Committees, Party Executive Committees, Party Delegations of Central Committees, ministries, branches and organizations have developed plans and organized review conferences in accordance with the regulations and instructions of the Central Committee, ensuring the content and time as prescribed.

60/63 localities and 48/70 agencies and units have completed collective and individual reviews in 2018. Most of the members of the Standing Committee of the Provincial Party Committee, City Party Committee, Party Executive Committee, and Party Delegation have a high rate of confidence and trust, no comrade has a low confidence vote of 50% or more.

The results of the vote are a recognition of efforts and struggles in work, helping those who are voted for to "self-examine" and "self-correct", and are an important information channel to help Party committees at all levels evaluate, arrange, and use cadres more objectively and accurately.

Speaking at the conference, Mr. Pham Minh Chinh requested the entire Party Organization and Building sector to continue implementing tasks on organizational structure, staffing and job position building; overcoming overlapping and duplication, reducing internal focal points and reducing deputy levels.

Regarding the tasks of personnel work, comrade Pham Minh Chinh suggested the need to comprehensively, synchronously and effectively innovate personnel work, ensuring democracy, objectivity, publicity and transparency. Advise the Party Committee to direct and urge the effective implementation of regulations on exemplary responsibility.

Mr. Pham Minh Chinh also proposed to complete the Project "Summary of policies and guidelines on developing Party organizations and Party members in economic units outside the State sector" in February; Complete the Guidelines for implementing Regulation 126 on "Some issues on protecting internal Party politics".
