(Baonghean.vn) - Comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council requested Nam Dan district to continue reviewing and speeding up the progress, in which attention should be paid to clarifying detailed handling plans for each asset, because each asset has its own location, area and nature.

Many difficulties and problems

On the morning of April 20, the Standing Committee of the Provincial People's Council conducted a survey and worked in Nam Dan district regarding the management and use of public assets after the merger of administrative boundaries and public service units. This is an activity to prepare content for the explanation session of the Standing Committee of the Provincial People's Council scheduled to be held in May 2022. The delegation spent time surveying some surplus facilities due tomergerin Nam Dan town. The old town People's Committee headquarters was built and put into use only 3 years ago at the time of merger and currently the land area has not been granted land use rights. Therefore, it is difficult to auction because there is no land title and the function of use to suit the winning bidder is also difficult to meet.

Survey of 3 cultural housessurplusIn Phan Boi Chau block and Quang Trung block, Nam Dan town, both have small areas of 70 - more than 100 m2 and are located in residential areas. The town's proposal is to auction them for residential housing to avoid wasting public assets.

Working with the People's Committee of Nam Dan district, according to the district's report, implementing the policy of merging commune-level administrative units, Nam Dan merged 8 communes into 3 communes; merged 308 hamlets into 124 hamlets.

The district also merged the Agricultural Extension Station, Plant Protection Station, and Veterinary Station into the District Agricultural Service Center; merged the Continuing Education Center and the Vocational Training Center into the Vocational Education - Continuing Education Center; merged the Culture, Sports and Information Center with the Radio - Television Station into the Culture, Sports and Communication Center of Nam Dan district; merged the Medical Center with the Population - Family Planning Center into the Nam Dan District Medical Center.

The merger has resulted in a surplus of 363 public assets. Based on the review and acceptance of suggestions from the grassroots and the people, Nam Dan district has developed a plan to handle the surplus assets of 363 assets to submit to the Department of Finance and the Provincial People's Committee.

Specifically, there are 176 assets proposed to be retained for use; 6 assets to be recovered; 5 assets to be transferred to local management; and 173 assets proposed to be auctioned.

At the meeting, Nam Dan district also raised some difficulties and problems in the process of developing the arrangement plan. Of concern is that some headquarters and cultural houses do not have complete legal documents because they have not been granted land use rights and are not shown in the land records; on the other hand, the assets on the land are cultural houses built mainly by the people's contributions.

Some cultural houses are located in unfavorable areas, have small areas, and assets on the land have almost been depreciated due to long construction periods, so arrangement and handling plans are difficult.

Focus on speeding up processing

Speaking at the meeting, comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice ChairmanPeople's CouncilThe province highly appreciates the implementation of the policy of merging administrative units, public service units, and blocks and hamlets as well as implementing solutions to solve "post" merger problems related to redundant staff and is currently implementing the process of handling redundant public assets.

Based on the actual survey, listening to the report of the District People's Committee and the discussion opinions of the members participating in the survey team, the Standing Vice Chairman of the Provincial People's Council also requested Nam Dan district to continue reviewing and speeding up the progress, in which attention should be paid to clarifying the detailed handling plan for each asset, because each asset has its own location, area and nature.

Along with that, the district needs to coordinate with the Department of Finance to appraise and propose the Provincial People's Committee to approve the plan to handle eligible assets in a rolling manner to avoid prolonged waste.

For assets with incomplete documents, it is necessary to focus on completing the provincial report, to avoid delaying after the election of the hamlet chief and the Party Congress for the 2022-2025 term with the new apparatus.

The district also needs to strengthen the direction of public property management facilities in accordance with regulations, because in reality, there are currently a number of facilities that are renting them out for other purposes. On the other hand, it is necessary to strictly direct the management of the source of money collected from leasing assets according to the law.

Comrade Nguyen Nam Dinh also requested the Department of Finance to speed up the appraisal process to submit to the Provincial People's Committee for approval of qualified cases of localities, to overcome the waste of public assets. At the same time, focus on guiding and removing difficulties and obstacles for localities.
