(Baonghean.vn) - The Standing Committee of Nghe An Provincial Party Committee issued Notice No. 920-TB/TU at the Dialogue Conference with department-level managers and experts in the Provincial Agencies Bloc in 2023, requesting relevant agencies and units to seriously implement the conclusions.
Previously, on May 11, 2023, the Standing Committee of the Provincial Party Committee organized a dialogue conference with department-level managers and experts in the Provincial Agencies Bloc with the theme "Aspiration - Responsibility - Innovation - Development".

The dialogue conference was held at a time of practical significance: The whole province entered the third year of implementing the resolutions of the Party Congresses at all levels, which is of decisive significance to the implementation of the targets and tasks of the term; summarizing 10 years of implementing Resolution No. 26-NQ/TW, dated July 30, 2013 of the Politburo on the direction and tasks of developing Nghe An province to 2020; The provincial planning for the period 2021 - 2030, with a vision to 2050, has been approved by the National Appraisal Council and the Provincial People's Council, and is being submitted to the Prime Minister for approval, creating an important legal corridor for orientation and comprehensive management of socio-economic development activities and territorial space development in the province in the short and long term.
The achievements in economy, culture, society, Party building and political system building in recent times have created an important and solid foundation for the province to develop rapidly, comprehensively and sustainably in the new period.
The team of department-level managers and specialists of agencies and units in the Provincial Agencies Bloc have made many contributions and play a very important role in advising on leadership, management, and operation of all socio-economic activities, Party building, and the political system of the province. The quality of the team of cadres and party members in the Provincial Agencies Bloc Party Committee has a comprehensive impact on the effectiveness and efficiency of the entire political system.
However, currently, a number of cadres in the Bloc are still lacking in dedication, lacking in exemplary behavior, violating discipline and administrative rules; the quality of advice is not high; there are signs of hesitation, shirking, avoiding responsibility, lacking determination in advising and handling work; causing trouble for people and businesses. Management work, operating mechanisms, and coordination in performing tasks at the department level are still overlapping, inadequate, and not very effective.
Regarding tasks and solutions, for party committees, leaders of agencies and units, the Standing Committee of the Provincial Party Committee emphasizes 5 requirements:
Strengthen leadership in disseminating and propagating the Party's guidelines and policies, the State's laws and policies, and resolutions of Party congresses at all levels, especially the viewpoints, goals, requirements, tasks, and development solutions of the province until 2030 and the following years, creating a strong change in awareness and action among cadres, civil servants, and public employees in terms of awareness, responsibility, spirit of solidarity, collaboration, determination to innovate, and efforts to complete political tasks for the development of the province.
Proactively and actively perform all duties and powers as prescribed by law; decide on issues within the authority or delegated authority as prescribed. Improve the quality of advice, express opinions and viewpoints when giving advice, avoid generalities, shirking, and lack of clarity. Strengthen and improve the effectiveness of coordination within the agency, within the industry and between industries, agencies, and units.
Uphold the responsibility of setting an example, especially for leaders in performing their duties. Pay attention to creating a favorable environment and conditions for cadres, civil servants, and public employees to work, be creative, and contribute; protect dynamic, creative cadres who dare to think and act for the common good.
Tighten discipline and order; regularly inspect and urge, create strong changes in the implementation of public duties; improve ethics, culture, and professionalism of cadres, civil servants, and public employees.
Implement well the work of cadres; recruit, arrange, use, evaluate, plan, train, foster, mobilize, rotate and appoint cadres with virtue, talent, integrity, responsibility and dedication in agencies and units. Transfer and replace cadres, civil servants and public employees who are sluggish, have many shortcomings and violations that hinder development and reduce people's trust.
For civil servants and public employees of agencies and units, the Standing Committee of the Provincial Party Committee emphasizes 3 requirements:
Continue to cultivate and train strong political will, pure morality, healthy lifestyle, simplicity, responsibility, empathy, and sharing with the people.
Actively research and study to improve qualifications, closely follow the basics, grasp the reality; pioneer in applying digital transformation and administrative reform. Proactively propose to cut down and simplify administrative procedures, especially those related to people and businesses.
Promote the pioneering role, the spirit of innovation, creativity, and the desire to contribute; be dedicated and devoted to work; be enthusiastic and responsible in performing public duties. Uphold honor, self-respect, self-confidence, dare to think, dare to do, dare to take responsibility, dare to commit for the common good; strictly implement discipline and administrative discipline, actively and effectively contribute to the development of the province.
The Provincial Party Committee's Propaganda Department presides over and coordinates with the Party Committee of the Provincial Agencies to strengthen the information and propaganda work on the guidelines and policies of the Party, the State, and the province; the conclusions of the Provincial Party Committee Standing Committee at the Dialogue Conference; and to monitor and grasp the ideological situation and public opinion among cadres, civil servants, public employees, and workers.
The Provincial Party Committee's Organizing Committee presides over and advises on responding to proposals and recommendations sent by delegates to the Dialogue Conference Organizing Committee regarding the work of organizing cadres and Party administrative reform. Research and advise competent authorities to issue regulations and guidelines for handling and replacing violating cadres in accordance with the spirit of the conclusion.
The Party Committee of the Provincial People's Committee directed the Provincial People's Committee, relevant departments and branches to thoroughly respond to the proposals and recommendations of delegates sent to the Organizing Committee of the Dialogue Conference within their authority; study and advise competent authorities to supplement and adjust difficulties and inadequacies related to policies in socio-economic development, ensuring national defense and security, foreign affairs, etc.
The Party Committee of the Provincial Agencies Bloc shall preside over and coordinate with the Provincial Party Committee Office and relevant units to complete the content of responses to the proposals and recommendations of delegates sent to the Organizing Committee of the Dialogue Conference, and to propagate on internal and mass media channels; organize the dissemination and implementation of the conclusions to affiliated Party organizations; monitor and inspect relevant organizations and individuals in implementing the contents concluded in this Notice. Synthesize and report the results of the implementation of the conclusions in thematic and annual reports.
