Less than 1 month after the working group to inspect the implementation of tasks, conclusions and directions of the Government and Prime Minister was established, the number of completed tasks increased by 45% compared to the previous month, increased by 14% compared to the same period last year; the number of tasks that have not been completed overdue accounted for only 4.2%. Most ministries, agencies and localities have proactively reviewed, urged and conducted internal inspections of their agencies in the implementation of assigned tasks in accordance with the Prime Minister's instructions. With such results, the Prime Minister also suggested that ministries, branches and localities can establish working groups to inspect the implementation of the conclusions of the Minister, the Chairman of the Provincial and Municipal People's Committees, handle cases of non-implementation, tighten discipline, administrative discipline, and practice words and deeds.

PVSir, the participation in inspection and supervision by the Government's working groups has initially shown positive results. So, in order for the apparatus to operate according to the correct procedures, we need to have an additional department to supervise?
Dr. Nguyen Sy Dung:It is true that the participation of working groups seems to have produced good results. However, I think it should be considered because the Prime Minister's decision reflects the current reality that work seems to be delayed at all levels and sectors; at the same time, at this time, the Prime Minister wants to promote discipline, so he established working groups of the Government, but this is not an institution, formed and fixed, only reflecting the needs at a certain point in time.
If it is an office, it is an institution and is regulated by law, operating continuously. As for the working group, after a period of handling the problem, it will be dissolved, this working group is not regulated by law.
PV: In your opinion, is it necessary to maintain the Government's working groups long-term or only for a certain period at present?
Dr. Nguyen Sy Dung:There are times when we need to react to deal with the country's problems, the establishment of Government working groups is essentially for that purpose. For these working groups to exist in the long term, they must be designed into the structure of the State organization system, so this working group must be institutionalized.
The national governance process must always include inspection and evaluation. We still have institutions for inspection and evaluation, but because these institutions have not been effective, we have established working groups.
To operate, I fully support the establishment of working groups, but only to respond to the urgent needs of the State in response to the Prime Minister's request to establish discipline.
In the long run, I believe that existing institutions must still be operated to ensure quality national governance. A replacement may be very good, but it may also neutralize existing institutions.
PV: From the initial results of the working group, the Prime Minister suggested that ministries, branches and localities can establish working groups to inspect the implementation of the conclusions of the Minister and Chairman of the People's Committee of the province or city. What is your opinion on this?
Dr. Nguyen Sy Dung:The initial performance of the working groups may have experiences that need to be shared. I think the Prime Minister's direction is quite flexible in saying that it is possible to establish. In localities where the inspection and supervision institutions are good, it is not necessary to establish them. In places where there are problems, after the Chairman has concluded but the matter is still "hanging", there must be a department like the working group to respond quickly to the review. In the long term, I still think that the established institutions for inspection and supervision must be put into operation.
PV: Is there a need for an independent monitoring mechanism for the working group? What personnel should be selected and mechanisms established so that the working group can operate effectively and objectively?
Dr. Nguyen Sy Dung: If so, the apparatus will swell endlessly. If we want, we can follow the world model, state institutions check and supervise each other: the People's Council supervises the People's Committee.
Regarding personnel, the Chief of Office must be the head of the inspection team because this person knows specifically what the Prime Minister and the Chief direct and must record it in writing, not letting words fly away; based on that writing, conduct inspection and supervision. Power does not originate from this team, but from the Prime Minister, this team only inspects to report to the Prime Minister.
Public ethics: Without discipline, it is difficult to cultivate self-awareness.
PV: The Prime Minister has established a working group to inspect, but in many localities there is still a situation of "the superiors do not listen to the subordinates", implementation is not thorough. So what do you think is the cause?
Dr. Nguyen Sy Dung:The Prime Minister has seen the causes of this situation, one of which is discipline in the system.
There may also be another reason, which is that the division of tasks between levels of government is not clear, like the Russian doll model, big children clustered with small children, small children clustered with smaller children and all are the same. So the responsibility is unclear. In my opinion, there may be a fault in this type of division model.
PV: From the request to establish a working group to inspect the implementation of the Minister's conclusion, how can the Chairman of the Provincial and Municipal People's Committee ensure that public service responsibilities are carried out voluntarily, sir?
Dr. Nguyen Sy Dung: There are many things to do, one of which the Prime Minister is doing is to inspect. First of all, we must be self-aware, self-awareness starts with discipline, without discipline it is very difficult to be self-aware. Second, we must train and educate public service ethics, when working in a public administrative agency, the first moral quality we need to have is compliance. In the apparatus, policy makers must be dedicated to the people, and the public administration department must comply with the decisions of politicians. Third, the professional level of civil servants must be raised, there are people who only know how to talk, but cannot do well.
