Organize the network and invest in school infrastructure.
Ngoc Son Primary School has 606 students in 20 classes. The main campus has 10 classes. The remaining classes have long been held at two branch campuses, Lam Thang and Thanh Nam. Meanwhile, the Thanh Nam branch campus, built in 1976, has severely dilapidated facilities and poses a safety risk, especially during the rainy season. Furthermore, the branch campus only has 5 classes with 152 students, making it difficult to improve the quality of teaching and learning. Therefore, in April 2024, Thanh Chuong district merged the Thanh Nam branch campus of Ngoc Son Primary School with the main campus.
To create a better learning environment for the students, Thanh Chuong district and the commune have built 6 new classrooms, renovated and upgraded the office and 5 functional rooms; purchased 30 new computers, 11 televisions, 70 sets of desks and chairs, and many other supporting facilities with a total value of over 8.8 billion VND to serve teaching and learning at the main campus.


However, during the merger process, some parents, lacking proper understanding, initially objected due to reasons such as long distances. After being informed and given explanations, they eventually agreed. By early May 2024, 100% of students from the Thanh Nam branch school had transferred to the main Ngoc Son Primary School campus, much to their joy and excitement.

Thanks to the school merger, students can now study in a more spacious, clean, and well-equipped school. The merger also allows children to participate in vibrant and beneficial extracurricular activities, providing them with opportunities for more holistic development.

School mergers are a policy of the Party, the State, and the Ministry of Education and Training, and an essential requirement in the current period, consistent with the fundamental and comprehensive reform of education. This is especially relevant given the specific human and material resource requirements when implementing the 2018 General Education Program. Therefore, during the 2020-2025 term, the Thanh Chuong District Party Committee issued Resolution No. 09, and the District People's Committee issued Project No. 2119 approving the "Plan for the school network, improving the quality of education associated with building schools meeting national standards in the 2021-2025 period" and in conjunction with the reorganization of administrative units. As a result, after three years of implementation, the entire district has merged 11 scattered school locations and 12 schools.
At the same time, the district has focused on investing in school infrastructure. Accordingly, in the 2023-2024 school year, the District People's Committee, together with the People's Committees of communes and towns, prioritized allocating nearly 130 billion VND to supplement and upgrade school facilities, including the construction of 126 new classrooms, 74 other learning blocks, 16 sanitary facilities, and many other auxiliary facilities.

Socialization and fundraising efforts have been implemented flexibly and effectively. In the 2023-2024 school year, schools proactively shared needs and connected with generations of students, businesses, philanthropists, and parents, raising a total of 21 billion VND to repair facilities and purchase teaching equipment. With the active participation of teachers and students, the support of parents, and local socio-political organizations, the educational landscape of the schools has been transformed.
After three years of implementing the District People's Committee's Project 2119, eight schools were recognized as meeting national standards for the first time, five schools upgraded to level 2 standards, and 50 schools were re-recognized after five years. To date, 96 out of 115 schools have met national standards, a rate of 83.47%. Infrastructure and teaching and learning equipment have been invested in to ensure they are sufficient, synchronized, and modern. The improvement of infrastructure has promoted the application of information technology and digital transformation, aiming to innovate teaching methods for teachers and school management.

Improving the quality of the teaching staff.
Simultaneously, the district focuses on developing human resources, especially high-quality human resources, paying attention to directing the training of cadres and teachers to improve their professional skills and the application of new scientific and technological advancements in teaching. To date, the teaching staff and management staff are basically sufficient in quantity and quality, possessing professional ethics, dedication, responsibility, creativity, and successfully fulfilling their duties. The arrangement and placement of management staff and teachers generally comply with regulations and are appropriate to the characteristics of the basic educational levels and grades, meeting the requirements of the 2018 General Education Program.
For example, at Thanh Chuong 1 High School, over the past 10 years, the school has maintained 33 classes with more than 1,300 students and 84 staff and teachers, including 37 teachers with qualifications above the standard, many of whom are key professional staff of the Department of Education and Training. With a dedicated and professionally competent teaching staff, the school's educational quality has continuously improved. Annually, the percentage of students with good conduct ratings is over 98%; the percentage of students with good and excellent academic performance is over 90%. Over 80% of students pass entrance exams to universities and colleges. For many years, the school has consistently ranked among the top in the province in terms of the quality of graduating students and provincial-level outstanding students.
