On November 28, 2023, the National Assembly passed the Law on Forces Participating in Protecting Security and Order at the Grassroots Level, which clearly stipulates the standards and conditions for participating in this force.
Specifically, Article 13 of the Law on Forces Participating in Protecting Security and Order at the Grassroots Level stipulates as follows:
Vietnamese citizens who wish and meet the following standards and conditions will be considered and selected to join the force participating in protecting security and order at the grassroots level:
1. From 18 to 70 years old; in case of being over 70 years old and in good health, the Chairman of the People's Committee at the commune level shall consider and decide based on the proposal of the Commune-level Police;
2. Have a clear background; good moral character; personally and family comply with the Party's guidelines and policies, the State's policies and laws; not be a person being prosecuted for criminal liability, serving a criminal sentence in the commune, ward or town, serving judicial measures or serving administrative measures.
In case the court's sentence has been completed, the criminal record must be cleared; in case the decision to apply administrative measures has been completed, the period of time considered as not having been subject to administrative measures must have expired according to the provisions of law;

3. Have a diploma or have completed a secondary school education program or higher. For border areas, islands, mountainous areas, areas with particularly difficult socio-economic conditions, and ethnic minority areas, people who have completed primary education can be recruited;
4. Having been a permanent or temporary resident for 01 year or more and regularly living in the place where the citizen submits the application to join the force to participate in protecting security and order at the grassroots level. In the case specified in Clause 3, Article 15 of this Law, the citizen must be a permanent or temporary resident at the place where the application to join the force to participate in protecting security and order at the grassroots level is submitted;
5. Be in good health according to the certificate of a medical examination and treatment facility established and operating in accordance with the provisions of law.
The Law on Forces Participating in Protecting Security and Order at the Grassroots Level was passed by the 15th National Assembly at the 6th session on November 28, 2023, taking effect from July 1, 2024.
The Law consists of 5 chapters and 33 articles, stipulating the position, functions, tasks, principles of organization, operation, working relations, force building, ensuring operating conditions and responsibilities of agencies and organizations towards forces participating in protecting security and order at the grassroots level.
